1988 the former Ministry of communications promulgated the method for compiling the feasibility study report of highway construction projects. Compilation method of feasibility study report of highway construction project

Article 1 In order to further standardize the feasibility study and report preparation of highway construction projects, strengthen the management of preliminary work and improve the scientific decision-making of highway construction projects, these Measures are formulated on the basis of carefully summarizing the implementation of the Measures for the Preparation of Feasibility Study Report of Highway Construction Projects promulgated by 1988 and combining the reality of highway development and construction in recent years.

Article 2 These Measures shall be applicable to all kinds of highway construction projects (including independent construction projects such as long bridges and tunnels), and small highway construction projects may be appropriately simplified. The implementation of the approval system or filing system of the project, can refer to the implementation of the project application report or the relevant content of the fund application report.

Article 3 The feasibility study of highway construction projects is a comprehensive study and demonstration of the necessity, technical feasibility, economic rationality and implementation possibility of the project construction, an important part of the preliminary work of highway construction projects and the main basis for the decision-making of construction projects.

Article 4 The feasibility study of highway construction projects is divided into pre-feasibility study and engineering feasibility study according to the working stages. The preparation of the pre-feasibility study report shall be based on the regional economic and social development planning, traffic development planning and other related planning where the project is located; The preparation of the project feasibility study report is based on the approved project proposal in principle.

Article 5 The pre-feasibility study of highway construction projects requires focusing on the necessity and opportunity of project construction through on-the-spot reconnaissance and investigation, preliminarily determining the passage or corridor of the construction project, and making necessary analysis and demonstration on the construction scale, technical standards, construction funds and economic benefits of the project, and preparing a research report as the basis of the project proposal. The feasibility study of highway construction projects needs full investigation and study. Through necessary survey and geological investigation, the possible construction schemes are comprehensively compared and demonstrated from the aspects of technology, economy, safety and environment, the starting point and end point of the project are determined, the recommended scheme is put forward, the construction scale is defined, the technical standards are determined, the project investment is estimated, the investment benefit is analyzed, and the research report is compiled. Once the project feasibility study report is approved, it should be used as the basis for preliminary design.

Article 6 The main contents of the feasibility study report of highway construction projects shall include the current situation and development of the project's impact on regional economy, society and traffic, traffic volume forecast, construction necessity, technical standards, construction conditions, construction scheme and scale, investment estimation and fund raising, economic evaluation, implementation arrangement, land use evaluation, engineering environmental impact analysis, energy saving evaluation and social evaluation. For particularly complex major projects, risk analysis should also be carried out. See Appendix Format and Content Requirements of Pre-feasibility Study Report of Highway Construction Project and Appendix 2 Format and Content Requirements of Project Feasibility Study Report of Highway Construction Project for specific requirements of the contents of the pre-feasibility study report.

Article 7 The feasibility study report of highway construction projects shall, on the basis of preliminary comparison and selection of possible engineering construction schemes, screen out schemes with comparative value, and further compare and select technologies, engineering costs and economic benefits with the same depth. The route schemes in the pre-feasibility study and engineering feasibility study stages of secondary and above highways should be studied on1:50,000, 1: 1 10,000 or larger scale topographic maps respectively, and the topographic maps of special difficult sections should be 1: 1: respectively. Necessary geological exploration should be carried out in the feasibility study stage of the project. Remote sensing, geophysical prospecting and geological mapping can be used for special geological exploration and investigation of controlled projects such as long bridges and tunnels, and necessary drilling analysis is needed when the geological conditions are complex. The difference between the investment estimate in the feasibility study stage and the preliminary design estimate should be controlled within 10% of the investment estimate.

Article 8 The relevant contents of traffic volume forecast shall be compiled in accordance with Annex 3, Traffic Volume Analysis and Forecast Methods for Highway Construction Projects, and its economic evaluation methods and parameters shall be promulgated separately.

Article 9 The preparation of the feasibility study report must abide by the national policies and regulations, and implement the relevant standards, norms and regulations promulgated by the Ministry of Transport. The research work must be scientific, objective and fair.

Article 10 The feasibility study report of highway construction projects shall be compiled by institutions with corresponding engineering consulting qualifications. The compiling unit is responsible for the quality of the report.

When multiple compilation units jointly undertake the project, one organizer shall be determined. The organizer is responsible for coordinating the work undertaken by relevant participating units, so that all parts of the work are connected with each other and the content is unified. The organizer shall take full responsibility for the research report.

Eleventh highway construction project feasibility study report is completed, signed by the person in charge of the project, the technical director of the compiling unit and the person in charge of the unit, and then submitted to the competent department or the entrusting unit.

The examination and approval of the feasibility study report of highway construction projects shall be handled in accordance with the relevant provisions of the state. Projects that need to be approved by the central government shall be pre-examined by local governments, with pre-examination opinions put forward, revised and improved, and reported for approval.

The feasibility study report of the completed highway construction project shall be revised, improved or re-compiled in time when its foundation has undergone major changes. The approved report shall be resubmitted.

Twelfth highway construction project feasibility study report consists of two parts: the main report and the annex. Format size: the main report is 297X2 10 mm (A4) and 297.

Article 13 The Ministry of Transport shall be responsible for the interpretation of these Measures.

Article 14 These Measures shall come into force as of the date of promulgation. The Measures for the Preparation of Feasibility Study Report of Highway Construction Projects in the Notice on Issuing the Preparation Methods of Feasibility Study Report of Waterway and Highway Construction Projects ([88] Jiao Ji Jiao Zi No.500) issued by the former Ministry of Communications in August 1988 shall be abolished at the same time.
