In national laws or other regulations, can community workers run property management companies?

Hello, community workers can run a company if they are not civil servants.

Generally speaking, community workers are not prepared and do not belong to civil servants. They can run a company. Civil servants are not allowed to run companies. See the Civil Service Law for details:

Article 59 Civil servants shall abide by the law and discipline, and shall not commit any of the following acts: (16) Engage in or participate in profit-making activities in violation of relevant regulations, and hold part-time jobs in enterprises or other profit-making organizations.
