Today, the Municipal Development and Reform Bureau and the Municipal Housing and Urban-Rural Development Bureau jointly forwarded the Notice of the Guangdong Provincial Development and Reform Commission and the Guangdong Provincial Department of Housing and Urban-Rural Development on Further Standardizing Property Service Charges (hereinafter referred to as the Notice) to further standardize the issues related to property service charges. From August 1 day, the filing management of property service charges within the scope of government guidance price will be cancelled, and the decoration deposit (security deposit) will no longer be included in the government pricing management.

It is understood that the Notice clarifies the following four points:

◆ Property service charges with government-guided prices. The specific standards shall be determined by the realty service enterprise according to the actual situation of realty service, in consultation with the owners within the scope of government guidance price, and shall not be reported to the local development and reform department for the record.

◆ If the owner carries out interior decoration on his property, the cost of garbage and residual mud and dregs removal will be adjusted from government pricing to market-regulated price management, and the owner can entrust the property service enterprise, the third party or handle the garbage and residual mud and dregs generated in the decoration by himself according to law.

◆ Decoration deposit (security deposit) is not included in government pricing management matters, and is specifically implemented by property service enterprises and owners in accordance with relevant laws and regulations on deposit.

◆ In case of implementing the management of community pass, the realty service enterprise shall configure a certain number of passes (including IC cards, etc.). ) Free of charge for car owners. If the owner applies for more than one pass or needs to re-apply for a pass due to loss or damage, the property service enterprise may charge a fee according to the production cost, and the competent price department will no longer approve the specific standard of the pass production fee.

The Municipal Development and Reform Bureau and the Municipal Housing and Construction Bureau require that the property service charges subject to government-guided prices should be reported to the municipal price department for approval if they really need to exceed the level of government-guided prices. After canceling the record management of property service charges within the scope of government guidance price, the township development and reform bureaus (development and reform offices) and the Housing and Urban-Rural Development Bureau should strengthen the post-event supervision of property service charges and actively safeguard the legitimate rights and interests of owners and property service enterprises. The Notice of Zhongshan Development and Reform Bureau on Further Improving the Filing Work of Pre-residential Property Service Charges shall be abolished at the same time.
