Can the decoration deposit not be refunded to the property fee?

You can decorate the property without paying the decoration deposit. Decoration deposit law is not mandatory. The decorator shall declare and register with the property management enterprise or the housing management institution (hereinafter referred to as the property management unit) before the start of the residential interior decoration project. Article 53 of the Regulations on Property Management

If the owner needs to decorate the house, he shall inform the property service enterprise in advance. The realty service enterprise shall inform the owners of the prohibited acts and matters needing attention in the house decoration.
