According to the Measures for the Administration of Interior Decoration of Residential Buildings adopted by the Ministry of Construction on February 22nd, 2002 and implemented on May/KLOC-0, 2002, it is clearly stipulated that the decorator shall not refuse or hinder the property management unit from supervising and inspecting the interior decoration of residential buildings according to the Service Agreement for the Administration of Interior Decoration of Residential Buildings.

Because the owner should sign the Residential Interior Decoration Management Service Agreement with the property management when applying for decoration, the owner cannot refuse or hinder the management office from conducting proper supervision and inspection. Property management personnel exercise their supervision right according to relevant laws and regulations to ensure that an owner does not violate the rules in the decoration process, thus ensuring the safety of the building itself and the public interests of the owner.
