Regulations of Shizuishan Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, maintain a clean, beautiful and civilized city appearance and environment, and ensure the health of residents, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation, the Regulations of Ningxia Hui Autonomous Region on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the supervision and administration of city appearance and environmental sanitation within the urban planning area of this Municipality. Encourage citizens to participate in voluntary service activities of city appearance and environmental sanitation. Tenth units and individuals have the right to dissuade, stop and report acts that damage the city appearance and environmental sanitation to the competent department, which shall investigate and handle the complaints and reports. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 11 This Municipality implements the system of area of responsibility for city appearance and environmental sanitation. The specific scope of the city appearance and environmental sanitation responsibility area is determined by the city and county (district) city appearance and environmental sanitation management department. The relevant units and individuals do a good job in the city appearance and environmental sanitation work in the area of responsibility. Twelfth city appearance and environmental sanitation responsibility area of environmental sanitation shall meet the following standards:

(four) there is no floating garbage in the waters, rivers and bank slopes. Thirteenth city appearance and environmental sanitation responsibility area responsible person is determined in accordance with the following provisions:

(a) the environmental sanitation of the main streets and squares shall be the responsibility of the professional units of environmental sanitation;

(two) the implementation of property management in residential areas, the property manager is responsible for; Residential areas that have not implemented property management are responsible for the street offices;

(3) Overhead roads, highways and railways shall be the responsibility of the management units;

(4) The management unit shall be responsible for the lakes and ditches flowing through the city and their management scope;

(five) culture, sports, entertainment, sightseeing, parks, public green spaces, stations, waters, docks and other public places, by the operators and management units;

(six) fairs, exhibitions, shopping malls, restaurants and other places, by the competent authorities or managers;

(seven) all kinds of stalls, kiosks, telephone booths and other operators are responsible for;

(eight) organs, organizations, schools, troops, enterprises and institutions and other units, by the relevant units;

(nine) the construction unit is responsible for the construction land, and the land to be built is the responsibility of the land use right holder;

(ten) the management unit is responsible for the public areas in the Economic Development Zone.

(eleven) public toilets, garbage transfer stations and other environmental sanitation facilities by the environmental health professional management unit or property owners.

In accordance with the provisions of the preceding paragraph, the area with unclear responsibilities shall be responsible for the city appearance and environmental sanitation management department of the county (district) where it is located. Fourteenth city appearance and environmental sanitation administrative departments shall issue a notice of city appearance and environmental sanitation responsibility to the responsible person, informing the scope, standards, requirements and corresponding legal responsibilities of the responsible area.
