The division of power supply business areas should consider factors such as power grid structure and power supply rationality. Only one power supply station is set up in a power supply business area.

Power supply enterprises shall charge electricity fees to users according to the electricity price approved by the state and the records of electricity metering devices. Users should pay the electricity fee according to the electricity price approved by the state and the time limit, manner or method agreed in the contract. Power supply enterprises shall implement classified electricity prices and time-of-use electricity prices in accordance with relevant state regulations.

Relevant requirements for power supply and use stipulate that:

1. When emergency power supply is needed for emergency rescue and disaster relief, power supply enterprises must arrange power supply as soon as possible. The required project cost and electricity payable shall be paid by the relevant departments of the relevant local people's governments from the rescue and disaster relief funds, but the drought-resistant electricity shall be paid by the users.

2. In areas where public power supply facilities have not reached, power supply enterprises may entrust units with power supply capacity to supply power nearby. Without the authorization of the power supply enterprise, no unit may supply power to the outside without authorization.
