After the owners' committee moves the property, does the developer have the right to manage the property back?

The property selected by the developer for the new building belongs to the prophase property. When the residents in the community reach the legal proportion or the delivery period is longer, the owners' committee can be established in the whole community. The owners' committee may hire other property companies to provide property services for this community.

In other words, after the owners' committee removes the property company, the development company has no right to serve the designated property company.
