The increase in property fees requires the consent of two-thirds of the owners.

Legal analysis: the property raises the property management fee without authorization. According to Article 35 of the Regulations on Property Service Management, a property management company may not unilaterally request an increase in property management fees. The collection standard of property management fees shall be subject to the stipulations in the property management contract or the commercial housing sales contract. In addition to government price adjustment, developers and property management companies are not allowed to unilaterally increase prices. If it is really necessary to increase the property fee, the owners' meeting must be held and the increase can only be made with the consent of the owners. If the property raises the charging standard of the property management fee without authorization, the owner may ask the price department to coordinate, or settle it through arbitration or litigation.

Article 31 The construction unit shall undertake the warranty responsibility of the property according to the warranty period and scope stipulated by the state.

Forty-second price departments of the people's governments at or above the county level shall, jointly with the real estate administrative departments at the same level, strengthen the supervision of property service charges.

Article 43 A realty service enterprise may, upon the entrustment of the owners, provide services beyond those stipulated in the realty service contract, and the service remuneration shall be agreed upon by both parties.
