If there are more than two motor vehicle owners who need to change the registered owner's name to other owners' names, they may apply to the vehicle management office for change of registration.

Seventeenth registered motor vehicles or motor vehicle owner's domicile changes within the jurisdiction of the vehicle management office, or the name (unit name) and contact information of the motor vehicle owner changes, it shall be filed at the vehicle management office where it is registered.

(1) If the motor vehicle owner's household registration moves into the jurisdiction of the vehicle management office and the name of the motor vehicle owner (unit name) changes, the motor vehicle owner shall submit the identity certificate, motor vehicle registration certificate, driving license and relevant change certificates. The vehicle management office shall, within one day from the date of acceptance, endorse the recorded items on the motor vehicle registration certificate and renew the driving license.

(two) the contact information of the motor vehicle owner changes, and the motor vehicle owner shall submit the identity certificate and driving license. The vehicle management office shall handle the filing within one day from the date of acceptance.

If the name and number of the identity certificate of the motor vehicle owner are changed, it may apply to the vehicle management office at the place of registration for filing. The owner of a motor vehicle shall submit an identity certificate and a motor vehicle registration certificate. The motor vehicle management office shall, within one day from the date of acceptance, endorse the recorded items on the motor vehicle registration certificate.

If the engine number and vehicle identification code are difficult to identify or damaged due to wear, corrosion, accidents, etc. You can apply to the vehicle management office for filing. The owner of a motor vehicle shall submit the identity certificate, motor vehicle registration certificate and driving license. The motor vehicle management office shall, within one day from the date of acceptance, engrave the original engine number or original vehicle identification code on the engine, body or frame, and endorse the recorded items on the motor vehicle registration certificate.

Second, Panjin motor vehicle registration conditions

If a registered motor vehicle is under any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle management office for registration of change:

1.
