Property management start-up fee

The start-up fee of property management was first stipulated in some local laws and regulations, such as the Measures for Property Management of Residential Areas in Beijing.

(Order of Beijing Municipal People's Government [1995] No.21) However, after the promulgation of the Regulations on Property Management in People's Republic of China (PRC), new policies were introduced everywhere, which no longer stipulated the start-up fee, but "completed properties that have not been sold or handed over to buyers, the property service fee shall be paid by the construction unit." Example, this article explains two situations, one is that the completed property has not been handed over to the property buyer, and the property service fee is paid by the construction unit. Therefore, when the property is involved in the early stage, it is necessary to determine the intervention time with the development company as the basis for this fee.
