On March 3 1 day, the 22nd meeting of the Standing Committee of the 13th Provincial People's Congress approved the Decision on Amending Changzhou Residential Property Management Regulations and other three local regulations adopted by the 32nd meeting of the Standing Committee of the 16th Municipal People's Congress. This is the first time that the people's congress of our city has revised local laws and regulations since it obtained local legislative power in 20 15. This revision involves three local laws and regulations: Changzhou Residential Property Management Regulations, Changzhou Elevator Safety Management Regulations and Changzhou Tianmu Lake Protection Regulations.

According to Xu Ling, director of the Legal Affairs Committee of the Standing Committee of the Municipal People's Congress, three local laws and regulations of our city have been revised, mainly based on the Civil Code and related superior laws, and some clauses in the original laws and regulations that are inconsistent with the Civil Code and related superior laws have been revised. The Civil Code of People's Republic of China (PRC) has been implemented since June 65438+ 10/. In July, 2020, according to the unified arrangements and requirements of the National People's Congress and the Provincial People's Congress, the Standing Committee of the Municipal People's Congress made a special clean-up of local laws and regulations related to the Civil Code in our city, and found that the provisions of Changzhou Residential Property Management Regulations, such as "matters related to the owner's decision and the property service contract", and the "voting rules on the owner's consent for the installation of credit card system for residential elevators" in Changzhou Elevator Safety Management Regulations are inconsistent with the relevant provisions of the Civil Code and need to be implemented. In addition, in June 2020165438+1October, the Standing Committee of the Provincial People's Congress revised six local laws and regulations, including the Regulations on Property Management in Jiangsu Province, and it is necessary to revise the relevant provisions of the Regulations on Residential Property Management in Changzhou.

After the Changzhou Tianmu Lake Protection Ordinance came into effect on March 1 2065, the Standing Committee of the Provincial People's Congress revised the Decision of the Standing Committee of the People's Congress of Jiangsu Province on Strengthening the Protection of Drinking Water Sources on October 23, 2065. In 2020, the Standing Committee of the Provincial People's Congress successively promulgated the Regulations on Ecological Environment Monitoring in Jiangsu Province and the Regulations on Water Pollution Prevention and Control in Jiangsu Province. Individual clauses in the Regulations on the Protection of Tianmu Lake in Changzhou City are inconsistent with the above-mentioned upper-level law and need to be revised accordingly.
