Article 2 These Regulations shall apply to the planning, construction, operation and related supervision and management activities of the vegetable market within the administrative area of this Municipality. Article 3 The term "vegetable market" as mentioned in these Regulations refers to a legally established trading place where market organizers provide fixed business premises (including on-site stalls, shops, business premises, etc.). Article 5 The municipal, district and county (city) people's governments shall strengthen the organization and leadership over the planning, construction, transformation and upgrading of the vegetable market and supply guarantee, and formulate supporting policies and measures according to the actual situation to promote the healthy development of the vegetable market.

The municipal, district and county (city) people's governments shall establish and improve the cooperative supervision mechanism of the vegetable market composed of market supervision, commerce, natural resources and planning, comprehensive administrative law enforcement, agriculture and rural areas, and make overall plans, coordinate and urge to solve major problems in the management of the vegetable market.

Town (township) people's government, street offices in accordance with the provisions of the duties, do a good job in the area of vegetable market management. Chapter II Planning and Construction Article 7 The municipal and county (city) commercial departments shall, jointly with the natural resources and planning departments at the same level, organize the preparation of special plans for vegetable markets in their respective administrative areas, and organize their implementation after being approved by the people's governments at the same level.

The preparation of special planning for vegetable market should be based on the overall land and space planning and vegetable market construction standards of the administrative region, follow the principles of reasonable total amount, scientific layout, environmental protection and convenience for the public, and clarify the planning objectives, tasks, scope, land use structure, control indicators, factor allocation and implementation measures. , and meet the following requirements:

City and county (city) people's government shall, when organizing land supply, give priority to the construction land for single building or vegetable market according to the actual construction of residential areas and the living needs of residents, and in accordance with the requirements of property positioning of vegetable market and related supporting policies. Article 9 The natural resources and planning department shall, jointly with the relevant departments of commerce, market supervision and management, drainage, public security, fire protection, etc. at the same level, determine the planning conditions for the construction land of the vegetable market according to the detailed planning of the national land space, the special planning of the vegetable market and the specific conditions of the construction project.

Construction projects related to new construction, renovation and expansion of the vegetable market shall be designed, constructed, accepted and put into use at the same time with basic supporting facilities such as motor vehicle and non-motor vehicle parking lots, environmental sanitation facilities, rain and sewage diversion and drainage facilities, and fire fighting facilities.
