202 1 policy on installing elevators
According to the provisions of Article 88 of the Legislative Law of People's Republic of China (PRC), the effectiveness of laws is higher than administrative regulations, local regulations and rules. In case the provisions of the current Administrative Measures for Installing Elevators in Existing Houses are inconsistent with the provisions of Article 278 of the Civil Code of People's Republic of China (PRC), the voting proportion of owners of adding elevators in existing houses shall be implemented in accordance with the provisions of Article 278 of the Civil Code of People's Republic of China (PRC). That is to say, the owner's application for adding elevators shall be approved by the owners who account for more than two-thirds of the exclusive area and more than two-thirds of the owners, and by the owners who account for more than three-quarters of the exclusive area and more than three-quarters of the owners.

Other matters specified in the preceding paragraph shall be decided with the consent of more than half of the owners voting, and with the consent of more than half of the owners voting.
