Are firecrackers allowed in Pingdingshan City?

In order to create a happy and peaceful holiday atmosphere, and ensure the safety of people's lives and property and public safety, according to the Regulations on the Safety Management of Fireworks and Firecrackers (Order No.455 of the State Council) and other laws and regulations, the relevant matters concerning the discharge of fireworks and firecrackers during the Spring Festival of 2023 in our city are hereby notified as follows:

First, the discharge time.

(1) June 265438+1October 2 1 day (New Year's Eve) from 7: 00 to June 22, 2023 (the first day of the first month)1hour;

(2) From June 22, 2023 (the first day of the first month) to June 26, 2023 (the fifth day of the first month) from 7: 00 to 23: 00 every day;

(3) February 5, 2023 (the fifteenth day of the first month) from 7: 00 to 23: 00.

Fireworks and firecrackers are prohibited during heavy polluted weather and outside the above provisions.

Second, the discharge area.

Fireworks and firecrackers can be set off in Xinhua District, Weidong District, Zhanhe District, urban-rural integration demonstration zone and high-tech zone administrative areas except the following places:

(a) the location of the state organ;

(2) Units that produce, manage and store inflammable and explosive articles;

(3) Important military facilities;

(4) cultural relics protection units;

(5) Schools, kindergartens, medical institutions, sanatoriums and sanatoriums;

(six) shopping malls, bazaars, public cultural facilities, places for religious activities and other crowded places;

(seven) transportation hub areas such as stations (including railway station squares), railway safety protection zones, elevated roads, overpasses, bridges and tunnels;

(eight) power transmission and transformation, gas, fuel and other energy facilities safety protection zones;

(9) High-rise buildings and buildings with low fire resistance using flammable and combustible external thermal insulation materials;

(ten) parks (except squares), green spaces, scenic spots, forests, nurseries, wetlands, water source protection areas and other key fire prevention areas;

(eleven) other places and areas determined and announced by the municipal government.

Township governments (street offices) set up obvious warning signs prohibiting the discharge of fireworks and firecrackers in places where fireworks and firecrackers are prohibited and around them.

Do not set off or throw fireworks and firecrackers in the corridors, balconies, windowsills and roofs of residential buildings; Fireworks and firecrackers are not encouraged in the community. If it is really necessary to set off fireworks and firecrackers in the community, a safe area shall be designated and the township government (street office) shall make overall planning. Community neighborhood committees and property companies should prepare management personnel, rescue forces and fire-fighting equipment to ensure the safety of discharge.

Three, allow the discharge, prohibit the discharge of fireworks.

Personal fireworks and firecrackers (that is, Class C and Class D products that ordinary consumers can set off without processing and installation) specified in the Code for Safety and Quality of Fireworks and Firecrackers (GB10631-2013) can be set off.

It is forbidden to discharge professional fireworks and firecrackers (that is, Class A and Class B products that should be discharged by qualified personnel and Class C and D products that need to be processed and installed) specified in the Code for Safety and Quality of Fireworks and Firecrackers (GB106312013); Fireworks and firecrackers that are dangerous and contain highly sensitive drugs, such as pulling guns, smashing guns and smashing guns; Fireworks and firecrackers, such as rotating fireworks and firecrackers, double-sounding guns, etc. Which is emitted by the main body in a directional manner during discharge.

It is forbidden to sell or set off Kongming lanterns.

Four, fireworks should comply with the provisions.

Fireworks and firecrackers shall be discharged in accordance with the correct and safe operation of the discharge instructions, and the following provisions shall be observed:

(a) do not avoid pedestrians, vehicles, buildings, structures and crowded places;

(two) shall not aim at or point to the discharge of flammable and explosive materials;

(three) there shall be no other acts that affect public order and endanger the safety of others;

(4) Minors shall set off fireworks and firecrackers under the guidance of their guardians or other adults.

Five, other counties (cities, districts) government specifically responsible for local restrictions on the discharge of fireworks and firecrackers related matters.

Six, this notice shall come into force as of the date of promulgation. Notice of Pingdingshan Municipal People's Government on Printing and Distributing the Interim Measures for the Safety Management of Fireworks and Firecrackers in Pingdingshan City (Zheng Ping [2019] No.25) was suspended at the same time.
