Although the "Regulations" made specific provisions on the establishment, functions and related contents of property services of the owners' congress, due to the lack of theoretical basis for system design, the "Regulations" did not play an ideal role in resolving disputes in the face of various problems in practice. Property Law provides a legal basis and a scientific theoretical basis for distinguishing building ownership from property services. After the promulgation of the Property Law, the Regulations as a subordinate law should be adjusted according to the principles of the Property Law. At the same time, the Property Law also leaves plenty of room for the Regulations to refine its principled provisions on building ownership, making it more clear and operable.

The Property Law embodies the principle of equal protection of state, collective and private property rights, and there is a special chapter that stipulates the owners' differentiated ownership of buildings. From the perspective of safeguarding the legitimate rights and interests of owners, it clearly stipulates the rights of owners, the functions of owners' committees, and the relationship between owners and property service agencies. Property law is the basic law and belongs to the superior law. The Regulations on Property Management is an administrative regulation and a subsidiary law. The Property Law has made new provisions. The original Property Management Regulations, as a subordinate law, must be revised to make it consistent with the Property Law, otherwise some contents will be invalid because of the conflict with the Property Law. Legally speaking, there should be real right first, and then the basic rules of property management. In other words, the basic property rights of owners must be established by the property law, and the basic rules of property management can be formulated on this basis. Without the establishment of real right, it is difficult to establish corresponding property management rules. With the property law, the property management regulations must also be consistent with it.
