Measures of Luzhou Municipality on the Administration of Parking Lot

Chapter I General Provisions Article 1 In order to strengthen the planning and construction of parking lots, standardize the use and management of parking lots, meet the people's reasonable parking needs and improve the efficiency of urban operation, these measures are formulated in accordance with the provisions of the Urban and Rural Planning Law of People's Republic of China (PRC), the Road Traffic Safety Law of the People's Republic of China, the Regulations on Urban Road Management and other laws and regulations, and in combination with the actual situation of Luzhou City. Article 2 These Measures shall apply to the planning, construction, use and management of parking lots within the administrative area of Luzhou City. Article 3 The term "parking lot" as mentioned in these Measures refers to places where vehicles are parked, including parking lots, public parking lots and urban road parking spaces.

With the construction of the parking lot refers to the construction unit in accordance with the building construction standards, for building users or the public to provide parking services;

Public parking lot refers to the place where vehicles are parked outside the road red line and serve the public;

Urban road parking spaces refer to parking spaces for vehicles set within the red line of urban roads. Article 4 The planning, construction, use and management of parking lots shall follow the principles of government guidance, market operation, scientific planning, paying equal attention to construction and management, and being efficient and convenient, so as to form an intelligent parking system with the allocation of parking lots as the main part, supplemented by public parking lots and urban road parking spaces. Article 5 The municipal, district and county people's governments shall exercise unified leadership over the management of parking lots within their respective administrative areas.

Urban management administrative law enforcement department is the competent department of parking lot industry, responsible for organizing, coordinating and implementing the planning, construction and management of parking lot.

Natural resources and planning departments are responsible for coordinating the preparation of special parking lot planning, planning and site selection of parking lot projects, ensuring land use, reviewing the design scheme of parking lot projects and implementing supervision.

The housing and urban-rural construction department is responsible for the supervision and management of parking lot project construction, and is responsible for guiding and urging property service enterprises to do a good job in the management of parking lots in service areas.

The traffic administrative department of the public security organ is responsible for managing the parking order and assisting in setting up urban road parking spaces.

The development and reform department is responsible for formulating parking service charging standards with natural monopoly and public welfare characteristics.

The market supervision department is responsible for the supervision and management of parking fees.

The administrative departments in charge of finance, transportation and fire protection shall do a good job in parking lot management according to their respective responsibilities.

Township (town) people's governments and sub-district offices shall assist in the management of parking lots within their respective jurisdictions, and guide village (neighborhood) committees and owners' committees to carry out parking lot autonomy. Article 6 Encourage the establishment of parking service industry associations, strengthen industry self-discipline, standardize industry behaviors, optimize industry services, and create a market environment of fair competition and honest operation. Seventh comprehensively promote the use of intelligent and information-based parking lot management, strengthen interconnection, and improve the utilization efficiency of parking lot resources. Article 8 Encourage and guide social capital to participate in the construction, operation and management of parking lots, and promote the diversified and healthy development of the parking industry.

If the parking lot is franchised, the franchisee shall be selected through open competition, and the longest operating period shall not exceed 30 years, and shall be publicized to the public. Parking lot special planning should be coordinated with land and space planning.

Urban management administrative law enforcement departments shall, according to the special planning of parking lots, prepare the construction planning of public parking lots and report it to the people's government at the same level for approval before implementation. Eleventh building construction, renovation and expansion, should be in the general layout planning and architectural design, according to the planning and design conditions and construction standards, determine the size, layout and construction form of parking lot. The parking lot shall be designed, constructed, accepted and put into use simultaneously with the main project.

Parking lots and public parking lots shall be equipped with water supply and drainage, electricity, ventilation, safety protection, traffic signs and environmental protection facilities in accordance with relevant national construction standards and norms.

Parking lots and public parking lots shall be equipped with supporting facilities for new energy vehicles in accordance with relevant standards and requirements to meet the requirements for the use of new energy vehicles.

Public parking lots shall set up special parking spaces for the disabled and eye-catching signs at the most convenient locations in accordance with relevant regulations. Twelfth natural resources and planning departments should plan and verify the parking lot construction according to the planning and design conditions and construction standards.
