Measures for the administration of comprehensive acceptance and handover of urban residential quarters in Jinan City
The relevant departments and units of the municipal government and the district people's government where the residential area is located shall, in accordance with the division of responsibilities, cooperate with the municipal and county (city) development and management departments to implement these measures. Fourth city and county (city) development management departments shall, in accordance with relevant laws, regulations and rules, organize the acceptance of the implementation of planning, land use, municipal public infrastructure and public facilities construction. Acceptance departments and units should be in strict accordance with the national, provincial and municipal standards for the acceptance of individual projects, and be responsible for the quality acceptance conclusion of individual projects. Article 5 To apply for comprehensive acceptance of the completion of residential quarters, the following conditions must be met:
(a) all construction projects meet the approved detailed planning of residential quarters and related professional management and design requirements;
(two) the municipal public infrastructure and public service facilities in the residential area have all been completed, and the information is complete;
(three) the plane position, facade shape and decorative color of all kinds of buildings meet the planning requirements;
(4) All construction machines and tools, temporary facilities, building residues and remaining components have been dismantled and removed;
(5) The residents who have been demolished are reasonably placed. Sixth development and construction units must be responsible for the quality of residential areas developed and constructed. Residential areas under any of the following circumstances shall not be delivered for use:
(a) the quality of municipal public infrastructure and public supporting service facilities is unqualified;
(two) the municipal public infrastructure and public service facilities identified in the detailed planning have not been built or built less;
(three) without comprehensive acceptance or unqualified acceptance. Article 7 To apply for the comprehensive acceptance of the completion of residential quarters, the following documents shall be submitted:
(a) single project site selection opinions, detailed planning, construction land planning permit, construction project planning permit and design documents (drawings) approved by the planning department and other professional management departments;
(two) the approval documents for the construction land;
(3) Development business license, real estate development project contract, real estate development project manual, project application and construction approval documents issued by development management department and relevant competent departments;
(four) the project bidding documents (contract);
(five) completion data (including drawings) and technical files;
(six) to organize the implementation of other materials stipulated by the accepting department. Eighth residential areas completed comprehensive acceptance in accordance with the following procedures:
(a) after the completion of all construction projects in residential areas, the development and construction unit shall submit an application for comprehensive acceptance to the development management department with the documents and materials specified in Article 7 of these Measures;
(II) The development management department shall, within 0/5 days from the date of receiving the application report and related materials for the comprehensive acceptance of the completion of residential quarters, set up a comprehensive acceptance with the participation of relevant departments and units such as planning, land, urban construction, housing management, public utilities, environmental protection, sanitation, gardens, public security, construction management, education commission, radio and television, network information office, telecommunications, power supply, postal services, and the people's government of the district where the residential quarters are located.
(three) members of the comprehensive inspection team shall, in accordance with the division of responsibilities, conduct inspection on the special projects of residential quarters, and issue certificates of conformity if they pass the inspection;
(4) After the special acceptance is all qualified, the development and construction unit shall declare the special acceptance certificate to the development management department, and receive the Comprehensive Acceptance Certificate of New Residential Quarters in Jinan, and handle the delivery procedures of various facilities in residential quarters with this certificate. Ninth residential areas approved by stages can be accepted by stages, but the corresponding municipal public infrastructure and public facilities must be accepted according to the overall construction progress. After the acceptance, the municipal development management department will issue the Acceptance Certificate of New Residential Quarters in Jinan by stages, and issue the Comprehensive Acceptance Certificate of New Residential Quarters in Jinan after the completion of all residential quarters. Tenth of the residential demolition and resettlement housing, the municipal development and management department can first organize individual acceptance, acceptance, issued a "Jinan new demolition and resettlement housing delivery permit". The development and construction unit shall handle the check-in formalities for the demolished person with this certificate. After the completion of all residential quarters, the comprehensive acceptance of completion will be carried out. Eleventh residential areas after the completion of comprehensive acceptance, development and construction units should sort out all the comprehensive acceptance data of the project, in accordance with the provisions of urban construction archives management, timely transfer to the urban construction archives. Twelfth residential areas after acceptance, the development and construction units shall provide the following information, to the District Management Committee or the District People's government to set up a temporary management agency for community management handover procedures:
(a) the approval documents for the construction of residential quarters;
(two) the general plan for the planning and completion of residential quarters;
(3) Completion drawings of houses and supporting municipal public infrastructure and supporting public service facilities and equipment;
(4) Quality acceptance data;
(5) Other relevant information.
After the transfer of the community, the information specified in the preceding paragraph shall be kept by the community management committee. If the district management committee has not been established, it may be temporarily kept by the district temporary management organization established by the district people's government.
