Article 11

The construction of new areas and the transformation of old areas shall build gas facilities or reserve land for gas facilities construction in accordance with urban and rural planning and gas development planning.

After the completion of the gas facilities construction project, the construction unit shall organize the completion acceptance according to law, and report the completion acceptance to the gas management department for the record within 15 days from the date of completion acceptance.

Article 14

Government investment in the construction of gas facilities, gas operators should be selected through bidding.

For gas facilities invested and built by social funds, investors can operate by themselves or choose other gas operators.

Article 15

The state implements a licensing system for gas business. Enterprises engaged in gas business activities shall meet the following conditions:

(a) in line with the requirements of gas development planning;

(2) Having fuel gas sources and fuel gas facilities that meet the national standards;

(three) the main person in charge of the enterprise, the safety production management personnel and the operation, maintenance and overhaul personnel have passed the professional training and examination;

(4) Other conditions stipulated by laws and regulations.
