State-owned geological prospecting units engaged in geological exploration involve nine industries, including geology and mineral resources, nonferrous metals, coal, nuclear industry, metallurgy, chemical industry, building materials, petroleum and gold. Namely, Yunnan Bureau of Geology and Mineral Exploration and Development, Yunnan Bureau of Nonferrous Geology, Yunnan Bureau of Coalfield Geology, Yunnan Nuclear Industry 209 Geological Brigade, Yunnan Nuclear Industry Geological Survey Institute, Kunming Geological Survey Team of China Metallurgical Geological Exploration Engineering Bureau, Yunnan Geological Survey Institute of Sinochem Bureau of Geology and Mineral Resources, Yunnan Corps of China Building Materials Industry Geological Exploration Center, China Petrochemical South Exploration and Development Branch, and the 10th Armed Police Gold Detachment.

Localized geological prospecting units are institutions managed by the provincial government. Yunnan Bureau of Geology and Mineral Resources and Yunnan Bureau of Nonferrous Geology are government-level institutions. Yunnan Coalfield Geology Bureau is now affiliated to Yunnan Coal Industry Bureau, which is a deputy department-level institution. Team 209 of Yunnan Nuclear Industry and Yunnan Geological Survey Institute of Nuclear Industry are subordinate to Yunnan National Defense Industry Office, and they are institutions at the level.
Yunnan Bureau of Geology and Mineral Resources has 28 department-level institutions, Yunnan Bureau of Nonferrous Geology has 2/kloc-0 department-level institutions, and Yunnan Bureau of Coalfield Geology has 6 department-level institutions.

There are 2,437 employees in geological prospecting units that do not implement territorial management, accounting for 7% of all employees, including 769 retired employees, accounting for 32% of employees, and 68 employees 1668, accounting for 68%.

(3) The income status of employees
In 2005, the average annual income of employees in geological prospecting units in the province was 17 143 yuan, of which the average annual income of employees was 22 1 14 yuan.
The average annual income of employees in geological prospecting units under territorial management is 15739 yuan, of which the average annual income of employees is 2075/kloc-0 yuan.

(4) Asset status
At the end of 2005, the total assets of geological prospecting units in the province were 6.369 billion yuan, the total liabilities were 2.643 billion yuan and the asset-liability ratio was 46.5438+0.5%.

(5) Social security and employee housing.
The employees of the five geological prospecting units that implement localized management have participated in the endowment insurance of the provincial organs and institutions in Yunnan Province in accordance with the requirements of the Pension Insurance System for the Staff of the Provincial Organs and Institutions of Yunnan Provincial People's Government (Trial) and the Trial Measures for the Unemployment Insurance for the Staff of the Provincial Organs and Institutions in Yunnan Province (Yun [1996] 150). The implementation of territorial management, the retirement pension of retirees in the geological prospecting fee base is cut into pieces, all of which enter the provincial social security, and the retirement pension is paid to all units by the provincial social security. At present, the housing subsidies for retired employees of various units and bureaus (including two geological prospecting units in the nuclear industry) have been basically solved by the provincial financial allocation.
(6) Yunnan exploration qualification.

Second, the economic development of state-owned geological prospecting units
At present, local geological prospecting units are mainly engaged in geological exploration (including large-scale survey, geological exploration, mining development, geological technical services, etc.). ), industrial prospecting (including geotechnical engineering construction) and diversified industries. In 2005, the geological prospecting units with territorial management realized income of 2.073 billion yuan, including income of geological prospecting industry1.01.50 billion yuan (including: 465.438+0.3 billion yuan of geological prospecting fees allocated by the central and local governments, 65.438+0.2 billion yuan of mining right use fees, 475 million yuan of mineral products, and 475 million yuan of mineral products). The source of funds for localized geological prospecting units consists of the following parts:
1. Provincial financial geological exploration expenditure distribution
In 2005, local geological prospecting units invested a total of 584.54 million yuan in geological exploration, including 320 million yuan from the Bureau of Geology and Mineral Resources,1970,000 yuan from the Nonferrous Metals Bureau, 45.2 million yuan from the Coal Bureau and 22.34 million yuan from the nuclear industry.
2. Special funds for various projects of the central and local governments.
In 2005, all kinds of special funds from local and central governments totaled 82.45 million yuan, including 49.25 million yuan from the Bureau of Geology and Mineral Resources, 29 million yuan from the Bureau of Nonferrous Metals, 2.4 million yuan from the Bureau of Coalfield and 654.38+800,000 yuan from the nuclear industry.
3. Market operating income
In 2005, the total market revenue of local geological prospecting units was 6.5438+0.39852 million yuan, including 6.5438+0.8775 million yuan from the Bureau of Geology and Mineral Resources, 268 million yuan from the Bureau of Nonferrous Metals, 3.65438+0.69 million yuan from the Coal Bureau and 6.5438+0.08 million yuan from the Second Nuclear Industry Team.
Three, the main experience of geological exploration industry reform
(a) the main geological prospecting units to achieve territorial management, enterprise management.
Since the 1980s, geological prospecting units have faced difficulties in survival due to the decrease of geological work tasks in the budget year by year and the decrease of geological exploration fees. According to the principle of "giving priority to the main business and diversified management", the whole geological prospecting industry actively introduced the market mechanism, constantly expanded the service field, and began to gradually enter the market on the premise of completing the national geological work task. Through years of efforts, the exploration units in our province (especially after localization) have basically maintained the survival and stability of the team.
1998 to 200 1 year, according to the reform plan of the national geological exploration team management system, the geological exploration teams of mines, nonferrous metals, coal and nuclear industry were successively assigned to Yunnan Province, and the local management was implemented, and the internal reform of geological exploration units was actively promoted in accordance with the direction of enterprise management. Yunnan Bureau of Geology and Mineral Resources, Yunnan Bureau of Nonferrous Geology and Yunnan Bureau of Coalfield Geology have mainly implemented the structural adjustment strategy of stripping elite teams and excellent assets from geological teams, optimizing allocation and restructuring, building industrial entities, promoting restructuring and establishing a modern enterprise system. To sum up, they have carried out division, reorganization and restructuring within the geological prospecting units.
Separation is to separate the main business, excellent assets and capable personnel from the geological team, set up a veritable company and promote enterprise management. The rest will continue to retain the shell of the geological team, implement career management, and engage in the management of retired employees, base property management, employee identity management, social insurance management and so on.
Reorganization refers to the global industry reorganization after the separation of enterprises: for example, Yunnan Bureau of Geology and Mineral Resources reorganized 17 construction qualified enterprises at all levels into four high-qualified survey and construction enterprises (construction level, survey A and B): Land Construction Engineering Company, Geological Engineering Survey Company, Geological Engineering Construction Engineering Company and Southern Geological Exploration Engineering Company; Yunnan Nonferrous Geology Bureau focuses on geological prospecting, integrates the global prospecting backbone and concentrates on key areas and key projects. Yunnan Coalfield Geology Bureau set up a drilling construction team with Yunnan Coal Geological Exploration Institute as the unit to complete the reorganization of Kunming Engineering Exploration Company. The three units reorganized various industries around key enterprises.
Reorganization is to promote the reform of establishing modern enterprise system on the basis of separation and reorganization. Yunnan Bureau of Geology and Mineral Resources is mainly sponsored by Yunnan Geological and Mineral Exploration Engineering Corporation (Group) (hereinafter referred to as Bureau Group Company), and Yunnan Metallurgical Group Company and other five companies initiated the establishment of Yunnan Geological and Mineral Resources Co., Ltd. Yunnan Nonferrous Geology Bureau promoted the shareholding system reform in the survey and design institute, Jin Quan Hotel, Team 308 and other units, and implemented internal enterprise operation for dozens of secondary entities in each team, most of which were transformed into limited liability companies according to the modern enterprise system. The geological prospecting units in the nuclear industry are also preparing to implement the restructuring of separating government from enterprises.
Due to the management system and other reasons, the reform of geological prospecting units with non-localized management has made different progress: some units are trying enterprise reform, such as chemical geological prospecting institute and building materials geological team; Some units have been operated by companies such as Metallurgical Geological Survey Institute and Sinopec South Branch, and there is no unified specific reform method.
(2) A public geological survey team was initially established.
At present, the public welfare basic geological survey in our province is mainly undertaken by the public welfare geological survey team with Yunnan Geological Survey Institute and Yunnan Environmental Monitoring Station as the main body. In addition, some staff of geological prospecting units such as Nonferrous Geology Bureau and Coalfield Geology Bureau also undertake a small amount of strategic mineral exploration. According to "the State Council's Decision on Strengthening Geological Work" and "Notice of Yunnan Provincial People's Government on Implementing the State Council's Decision on Strengthening Geological Work", in order to strengthen the construction of public welfare geological survey team in our province, the Yunnan Provincial Government decided to set up a geological survey bureau under the Yunnan Provincial Department of Land and Resources, and the compilation plan has been submitted to the provincial editorial board for approval.
1. Yunnan Geological Survey Institute
After the localization of the geological team, according to the national requirements, the provincial editorial office approved the establishment of Yunnan Geological Survey Institute on February 22, 2000, and approved the establishment of 500 people. After consultation between Yunnan Provincial Department of Land and Resources and Yunnan Geological Survey, Yunnan Geological Survey was established on the basis of Yunnan Geological Survey, which was mainly managed by the Bureau. Its main function is to undertake national basic and public welfare geological survey and strategic mineral exploration, provide technical support for land and resources management, provide public welfare services for economic and social development, and provide technical services for large state-owned mining enterprises in Yunnan.
Yunnan Geological Survey Institute is set up according to the cadre allocation and institutional setup at the department level, and the president is concurrently led by the deputy bureau level. Independent accounting operation began in 2004. By the end of 2005, there were deputy bureau-level cadres 1 person and 22 department-level cadres (including 6 at the director level and 6 at the deputy department level1person). 2. Provincial Environmental Monitoring Station
The provincial environmental monitoring station was established on 1987 with the approval of the Ministry of Geology and Mineral Resources. It is a county-level institution with 150 staff. The main responsibility is to engage in the monitoring, investigation, research and protection of geological environment in the whole province, and provide decision-making basis and technical support for the corresponding management functions of the government. By the end of 2005, there were registered employees 10 1 person, including 67 employees, including retired employees 12, 34 retired employees and 55 actual employees. There are 3 department-level cadres and 2 senior engineers, 1 1 deputy senior engineers.
The main sources of funds are county (city) geological disaster investigation and zoning, mine investigation, debris flow emergency investigation and treatment projects, groundwater monitoring subsidies, environmental geological surveys in major cities and other special public welfare projects, as well as a small number of social projects and geological exploration undertakings. In 2005, the total income 105 1 10,000 yuan and the fixed assets were 3,092,900 yuan.
(3) Initiated the preliminary work of deepening the reform of state-owned geological prospecting units.
On September 4th, 2003, the General Office of the State Council issued the Notice on Deepening the Reform of Geological Exploration Team (Guo Ban Fa [2003] No.76). On September 9th of the same year, with the consent of the State Council, the Ministry of Land and Resources issued the Opinions on Strengthening the Construction of Local and Industry Public Welfare Geological Survey Team (No.358 [2003] of the Ministry of Land and Resources). In order to implement the spirit of these two documents, according to the instructions of the general office of the provincial government, led by our office, with the participation of the Provincial Development and Reform Commission, the Economic Commission, the Finance Department, the Personnel Department, the Labor and Social Security Department, the Construction Department and the State-owned Assets Supervision and Administration Commission, a round of research was conducted on deepening the reform of state-owned geological prospecting units in our province and strengthening the construction of public geological survey teams in our province. After in-depth investigation and extensive solicitation of opinions, our office drafted the Implementation Opinions of Yunnan Provincial People's Government on Deepening the Reform of State-owned Geological Exploration Team (Draft) and submitted it to the provincial government. The "Implementation Opinions" mainly put forward specific opinions on mining rights, land use rights, fixed assets disposal, housing, social security, wages and other issues encountered in the reform and development of state-owned geological prospecting units, and at the same time put forward guiding opinions on strengthening the construction of public welfare geological survey teams. Because the "Implementation Opinions" involve the disposal of the mining right price, the general office of the provincial government instructed that the "Implementation Opinions" should be revised and submitted for approval after the promulgation of the Interim Provisions on the Management of the royalties and prices of exploration and mining rights in our province. The "Implementation Opinions" finally failed to come out.
Four, the state-owned geological prospecting units "Eleventh Five-Year" reform and development ideas
(A) the establishment of Yunnan Geological Survey
In accordance with the principles and requirements of separating public welfare geological survey from commercial geological survey, strengthening public welfare geological work and building a strong public welfare team, Yunnan Geological Survey Bureau was established. After the completion of the Yunnan Provincial Public Basic Geological Survey Team, it mainly undertakes the national and provincial basic and public geological surveys and the exploration of important minerals. In accordance with the requirements of lean personnel, reasonable structure, excellent equipment and being able to shoulder heavy responsibilities, based on the existing Yunnan Geological Survey Institute and Yunnan Geological Environment Monitoring Station engaged in public welfare geological work, some professional and technical personnel were transferred from the localized state-owned geological prospecting units to recruit professional and technical backbones for the society and set up the Yunnan Geological Survey Team.
(2) Promote the enterprise reform of other geological prospecting units.
In addition to retaining a non-profit geological prospecting team in the province, other geological prospecting units will gradually reform to enterprises on the basis of localization, and set up large-scale and group-based geological exploration and development companies with strong strength and competitiveness. According to the modern enterprise system, it has become the main body of geological exploration and mineral development in the commercial geological prospecting market, with independent management, self-financing and self-development. From the perspective of cross-industry system, it will be integrated into the geological prospecting corporation (scheme 1) or set up geological prospecting, nonferrous metals, coal and exploration companies respectively according to the system (scheme 1). On the basis of the original investigation, in line with the principle of positive, steady and gradual progress, it is planned to study and formulate opinions (or notices) on deepening the reform of provincial state-owned geological prospecting units, submit them to the provincial government for promulgation, put forward guiding opinions and implementation plans for the reform and development of provincial state-owned geological prospecting units, formulate corresponding preferential policies, help geological prospecting units solve problems left over from history, increase support for the reform of geological prospecting units, and ensure the smooth progress of the reform of geological prospecting units.
Verb (abbreviation of verb) countermeasures and suggestions
After localized management, cadres and workers of state-owned geological prospecting units in our province emancipated their minds, changed their concepts, actively explored the field of geological services, promoted enterprise management, and actively integrated into local economic construction, and achieved remarkable results, but there are still the following main problems:
(a) public geological survey and commercial geological survey failed to operate separately.
In the process of gradually promoting enterprise management, geological prospecting units failed to enjoy the results of public welfare geological survey fairly and effectively promoted the healthy development of commercial geological exploration because of the unsatisfactory system, unclear responsibilities, parallel two mechanisms, and the inability to operate public welfare geological survey and commercial geological exploration separately. It is suggested that documents should be issued from the central government level to rationalize the practices of various provinces.
There are many problems left over from history.
1. Social security issues
After the localization management of geological prospecting units, the geological prospecting expenses are mainly personnel funds, but the pension, medical care and unemployment insurance for retired employees and on-the-job employees are not included in the personnel funds, and they are still borne by geological prospecting units.
Retirees' medical insurance and serious illness co-ordination expenses were not included in the planned retirement fund base when they were localized, which occupied the expenses of on-the-job personnel and led to a shortage of funds for on-the-job personnel.
It is suggested that the social security fund should be moderately inclined to the state-owned geological prospecting team.
2. There are too many historical debts and too heavy a burden.
Although the housing conditions of employees in state-owned geological prospecting units have been greatly improved, the national housing reform policy has not yet been put in place. According to the prescribed standards, there are even some households without houses. At present, the five geological prospecting units that implement territorial management should subsidize the housing area 1 155000 square meters and the housing amount is 546 million yuan.
Some field geological prospecting units have failed to relocate their bases to cities, and they are remote, with inconvenient transportation and poor supporting facilities, which brings great inconvenience to the lives of employees. At the same time, it also brings difficulties to the development of other industries and increases the difficulty of reform.
It is suggested that governments at all levels give preferential policies to employees of state-owned geological prospecting units in housing reform, such as raising funds to build houses and affordable housing.
(C) Insufficient investment in geological exploration funds
At present, the state's investment in geological prospecting team is mainly geological prospecting expenses. Due to the low per capita cost and shortage of funds in geological prospecting units, the geological prospecting expenses are mainly used to maintain the basic expenses of personnel, and there is no extra funds invested in geological prospecting, which affects the reform and development of geological prospecting units themselves.
It is suggested that the central and local governments at all levels should increase the investment in geological prospecting and geological research for key metallogenic areas and key minerals from the strategic height of ensuring social and economic security.
