Can property cleaning be contracted to individuals?

According to the law, the property can entrust the project to a third party, but it does not mean that it cannot be contracted to individuals. So technically, it is ok to contract to individuals.

However, in practice, individual contracted property projects lack supervision mechanism and taxes cannot be handled. And the property cleaning work is not all done by one person.
