In order to conscientiously implement the Opinions of the Provincial Party Committee and the Provincial Government on Further Promoting the Development of the Service Industry (Lu Fa [2006]14) and the Opinions of the Municipal Party Committee and the Municipal Government on Further Accelerating the Development of the Service Industry (Zi Fa [2005] No.34), the following policy opinions are formulated.

I. Market access policy

Actively guide and encourage overseas (including Hong Kong, Macao and Taiwan) investors to set up service enterprises and branches in our city, or jointly establish service enterprises with domestic enterprises. All fields where foreign capital is encouraged to enter are open to all kinds of economic organizations of ownership in China on an equal footing.

(two) where the service enterprises are invested in our city, the registered capital can be implemented according to the statutory minimum registration standard. Except for the pre-approval of enterprise registration stipulated by national laws, regulations or the State Council decision, other examination and approval items shall not be used as pre-approval items of service enterprise registration.

(three) service enterprises in the annual inspection and industrial and commercial registration matters, according to the law from quick to simple. All newly established service enterprises that conform to the industry-oriented catalogue and do not involve the pre-approval project capital construction declaration procedures shall be directly registered by the industrial and commercial departments, and completed within 3 working days if the materials submitted are complete and conform to the legal procedures. Clarify the pre-approval conditions, and all relevant departments shall complete the formalities within 5 working days (except for the administrative license otherwise stipulated in the fire protection design review and project acceptance).

(4) A chain-operated enterprise registered in this Municipality may apply for a business license if it opens a branch with non-independent accounting within this Municipality, as long as it issues a power of attorney from the headquarters and meets the statutory requirements. When a chain-store enterprise applies for increasing the convenience service items such as monopoly operation, the headquarters of the chain-store enterprise may uniformly apply to the relevant examination and approval authorities for relevant approval documents (or licenses). Chain enterprises listed in key projects in the city will only charge a fee when going through the formalities of license change.

Second, land supply policy.

(5) In accordance with national laws and regulations, if the service industry projects need to requisition new construction land, the land and resources department shall give priority to land use indicators and go through land use procedures on the premise of conforming to the overall land use plan and the annual land use plan. The land transfer period can be handled according to the maximum period stipulated by the state. After the expiration of the use period, unless the land use right needs to be recovered according to the public interest, the user can give priority to renewal. Give priority to the supply of land use indicators for service industry clusters and key projects included in the provincial and municipal service industry development plans.

(six) encourage the use of existing land to develop service projects. The implementation of "retreat two into three", encourage industrial enterprises to gradually move into the park for development, and give priority to the development of service industry in the land where industrial enterprises withdraw. In line with the overall land use planning and urban planning, priority should be given to land supply procedures for service projects that use existing land.

(seven) the land for productive service projects such as new product research and development, industrial design and business services shall be provided equally with the land for industrial projects. When the physical place of a service enterprise needs to be dismantled according to law due to urban construction, compensation shall be given in accordance with state regulations.

Third, fiscal and tax policies.

(eight) strictly implement the catalogue of national and provincial administrative fees, and all projects not included in the catalogue of national and provincial administrative fees shall not be charged (including all kinds of deposits); Strict implementation of the provisions of the scope and standards of enterprise-related fees, where there are upper and lower limits of fees, they will be charged according to the limit. It is strictly forbidden to set up projects, expand the scope of fees and raise the standard of fees without authorization.

(nine) newly established in line with the city's industrial development planning, pay in this city.

For service enterprises (excluding real estate development projects) that invest more than 20 million yuan in business tax, income tax and fixed assets, the local government will pay 50% of the local share of business tax according to its actual situation within five years, and give enterprises free support funds; From the profit-making year of the enterprise, the local government will give the enterprise free support funds in the first three years and 50% in the second two years according to the local share of the enterprise's income tax.

(ten) units engaged in freight forwarding, demolition agency, trademark agency, advertising agency and exhibition agency business shall pay business tax according to the actual remuneration, and the specific deduction items shall be implemented in accordance with relevant regulations. All the income obtained by insurance agencies engaged in insurance agency business is allowed to pay business tax according to the balance after deducting the premium income paid to insurance companies. The income obtained by units and individuals engaged in technology transfer, technology development business and related technical consultation and technical service business shall be exempted from business tax, urban maintenance and construction tax and education surcharge.

(11) Exempting local financial (insurance) institutions from fees such as property registration fees, property transaction fees and motor vehicle safety inspection fees incurred in the process of handling assets transfer, registration and mortgage with capital as loans.

(12) research and development funds incurred by social forces (excluding foreign-invested enterprises and foreign enterprises) through non-profit social organizations and state organs to support unrelated scientific research institutions and institutions of higher learning to research and develop new products, technologies and new processes shall be deducted from the taxable income of the current year according to regulations.

Newly established service industries in the community, such as property management, domestic service, child care and old-age care, employment training, culture, education and health, sports and fitness, are exempted from enterprise income tax 1 year according to the national tax policy.

(13) "Retreat two into three" enterprises, which do not change the land ownership relationship, conform to the overall land use planning, and the reconstruction projects approved by the urban planning department are exempted from administrative fees such as supporting fees for urban infrastructure, and shall be handled according to the preferential policy of enterprise income tax exemption for newly established enterprises 1 year stipulated by the state.

(fourteen) private schools can accept social donations, and enjoy the same preferential policies as public schools in reducing the construction supporting fees.

(fifteen) to increase the guidance and support of the municipal finance to the development of the service industry. Since 2007, the municipal finance has set up a service industry development guidance fund (tentatively for five years), with a quota of one tenth of the city's GDP last year. It is mainly used to guide and support key investment projects in the service industry with strong growth, good development prospects or strong driving force, which can realize large-scale and industrialized operation and have obvious effects on increasing local taxes and expanding employment. Municipal service industry development guidance funds are also used as matching funds for national and provincial service industry development guidance funds projects and service industry assessment incentive funds.

District and county governments and high-tech zone management committees should arrange corresponding service industry development guidance funds in the budget according to the proportion of economic aggregate, increase support, and use them with guidance funds at all levels.

(sixteen) in the declaration of discount bonds, give priority to recommend modern logistics, tourism, commerce and market projects with development potential; In the declaration of discount interest items for technological transformation, we should appropriately tilt to modern logistics projects, focus on supporting the construction of logistics information platform and technological transformation of modern logistics enterprises, and accelerate the cultivation of large-scale logistics enterprise groups with international competitiveness.

(seventeen) the advertising revenue obtained by the organizers of international and national exhibitions, literature, sports and other major festivals held in this city shall be subsidized by the local government according to a certain proportion after paying the business tax according to law.

(eighteen) the introduction of domestic and foreign famous service enterprise headquarters, regional headquarters, procurement centers, R&D centers and other self-built, purchased or leased office space, by the local district and county government (High-tech Zone Management Committee) to give a one-time subsidy. Banks, insurance and securities financial institutions set up headquarters or regional headquarters in our city, and the municipal finance will give a one-time subsidy according to the amount of provincial financial subsidies.

Fourth, financing guarantee policy.

Encourage and support qualified service enterprises to enter the capital market and raise funds through stock listing, corporate bonds, project financing and property rights replacement. Strengthen asset reorganization, revitalize the stock of assets, and enhance the independent development ability of service enterprises.

(twenty-one) support all kinds of guarantee institutions to become bigger and stronger. All districts and counties and high-tech zones should establish financing guarantee institutions funded by the government, mainly for private small and medium-sized enterprises Guarantee institutions funded by district and county governments and high-tech zone management committees shall increase capital and share according to actual conditions. Guarantee institutions at all levels should increase support and assistance to private service enterprises, and encourage and support the use of private capital to form commercial guarantee institutions or enterprise membership mutual insurance institutions. Strengthen the business cooperation between guarantee institutions and financial institutions, enhance the guarantee ability, and expand the coverage and quantity of guarantee for the service industry. The financial sector should strengthen the support and guidance for private guarantee institutions to carry out guarantee business.

(twenty-two) adjust the price of water, gas, electricity and some projects in the service industry. All districts, counties and high-tech zones should formulate specific implementation opinions according to this policy, and relevant departments directly under the municipal government should formulate detailed implementation rules and seriously organize their implementation within 2 months after the issuance of this opinion. Municipal Development and Reform Department (Municipal Service Industry Office) is responsible for the comprehensive coordination and supervision of the implementation of various preferential policies in this opinion; The municipal finance department is responsible for the implementation of financial preferential policies to support the development of the service industry; The municipal land and resources department is responsible for implementing the land use policy for service industry; The municipal price department is responsible for the implementation of preferential policies for water, gas and electricity use in the service industry; City industry and commerce, taxation, finance and other departments, according to the division of responsibilities, are responsible for the implementation of service industry market access, tax policies and financial support policies; City economic and trade, education, transportation, civil affairs, culture, tourism, information, real estate and other departments, responsible for the coordination and implementation of special planning for industry development, specific implementation opinions and support policies.

This opinion shall be implemented as of the date of issuance. Enterprises can choose the most applicable policies to implement the preferential policies stipulated in the previous relevant documents.
