Historically, Huangchuan was the central city in southeastern Henan, with Gwangju in the Tang, Song, Yuan and Ming Dynasties and Zhili Prefecture in the Qing Dynasty. The organization plans to implement the "mayor project" according to the municipal norms, with the main leaders of the city responsible and the main leaders of the two counties participating. On the basis of efficiency and stability, we should actively, steadily, uniformly and orderly integrate administrative resources.

2. Integrate urban planning and implement urban layout integration. The original urban construction scale and implementation part of the two counties have a considerable foundation. On the existing basis, the planning will be upgraded, the main urban area will be repositioned, urban functional areas will be divided, and industrial clusters will be planned with emphasis. In view of Huangchuan's geographical advantages and economic status, Guangshan should actively develop to the north, and Huangchuan should be moderately inclined to the south.

3. Integrate administrative divisions and implement regional integration. The "integration" area has two county-level divisions, Huangchuan and Guangshan, and there is a Huangchuan Economic and Technological Development Zone in Henan. Guangshan has a good industrial foundation, and Huangchuan has outstanding agricultural industrialization and industrialization characteristics.
