What are the application conditions for low-rent housing in Guangzhou?
Low-rent housing means that the government provides social security housing to families who meet the minimum living standard of urban residents and have housing difficulties by means of rent subsidies or physical distribution. The distribution form of low-rent housing is mainly rent subsidy, supplemented by physical distribution of rent and rent reduction and exemption.
Conditions: To apply for low-rent housing security, the following conditions shall be met:
(a) the applicant for the same application and his family members have urban hukou in this city and work or live in this city;
(2) The annual disposable income and assets of the family meet the standards promulgated by the government (Annex1);
(3) No self-owned housing, or the per capita living area of existing housing is less than 10 square meter;
(4) The applicant and his family members who jointly applied for it have not bought or sold real estate within five years before the date of application.
Families who have enjoyed the purchase of public housing, poverty-stricken housing, comfortable housing, affordable housing, internal fund-raising housing and the implementation of special housing for overseas Chinese at the cost price or standard price of housing reform cannot apply for low-rent housing security.
Procedures: Apply for low-rent housing security according to the following procedures:
(1) Receiving Form: The applicant will take the household registration book and ID card to the neighborhood office and town government where the household registration is located to receive the Application Form for Low-rent Housing Security in Guangzhou (hereinafter referred to as the application form).
(2) Application: The applicant shall truthfully fill in the application form and submit the application form and related materials to the neighborhood offices and town governments where the household registration is located, and the neighborhood offices and town governments shall accept the application in accordance with the provisions of Article 10 of these Measures.
(3) Preliminary examination and publicity: Sub-district offices and town governments shall, within 30 working days from the date of accepting the application, complete the investigation and preliminary examination of the applicant's household registration, income, housing and assets, and publicize the family population, current residence, housing situation, family income, family assets and work unit in the community where the applicant has lived for a long time. Where the domicile of the applicant is inconsistent with the actual place of residence, the subdistrict office and town government of the actual place of residence shall cooperate with the investigation and verification, and the subdistrict office and town government of the actual place of residence shall organize publicity at the same time, and the publicity time shall not be less than 10 working days. Organizations and individuals who have objections to publicity shall submit them in written form to the sub-district offices and town governments, and the sub-district offices and town governments shall re-investigate and verify them within 10 working days from the date of receiving the objections. If there is no objection after publicity or the objection is not established after verification, the application materials and audit opinions shall be submitted to the District Bureau of Land and Housing Management.
(4) Examination: Each district land and housing management sub-bureau shall complete the examination within 20 working days from the date of receiving the preliminary examination materials, and grade the applicants according to the provisions of these Measures (the grading standard shall be implemented according to Annex 2 of these Measures); After scoring, submit the application materials and audit opinions to the Municipal Housing Reform Office for housing construction.
(5) Approval and publicity: The Housing and Construction Office of the Municipal Housing Reform Office will publicize the applicant's name, work unit, current housing address, current housing situation, family population, per capita living area (per capita building area), annual disposable income, assets, accepting units and low-rent security methods on the website of the Municipal Bureau of Land and Housing Management for no less than 10 working days. Organizations and individuals who have objections to publicity shall raise objections in writing to the Housing and Construction Department of the Municipal Housing Reform Office, and the Housing and Construction Department of the Municipal Housing Reform Office shall re-investigate and verify within 10 working days from the date of receiving the objections. After publicity without objection or verified objection is not established, the city housing reform office housing construction office approved the applicant to obtain low-cost housing guarantee qualification and make an announcement, and enter the waiting list according to the approved guarantee method.
Materials: To apply for low-rent housing security, the following materials shall be submitted:
(a) the application form and residence booklet, identity card, marriage certificate, divorce or widowed to provide relevant proof;
(2) Proof of the property ownership of the domicile, actual residence or other places, as well as proof of other properties owned by the applicant family members; If the house is leased, a lease contract shall be provided; If there is a work unit, submit the proof of unit housing distribution;
(3) the income certificate of the applicant and his family members who jointly apply for the previous year (salary income includes bonuses, various subsidies, overtime pay or other income), and the personal income tax payment certificate or unit withholding certificate of the previous year; Unemployed persons, provide unemployment certificates or other relevant certificates; Individual industrial and commercial households or investment enterprises, providing business licenses and personal income tax and related tax payment vouchers for the previous year;
(four) to apply for studying in colleges and universities in this city to obtain the household registration in this city, and to provide graduation certificates and relevant certificates for working in Guangzhou after graduation;
(five) because of schooling, military service and other reasons to move out of the household registration, provide proof of the local police station where the original household registration is located;
(VI) If it belongs to low-income families approved by the Civil Affairs Bureau, low-income families with difficulties and families with poor employees approved by the Municipal Federation of Trade Unions, it shall provide the Guangzhou Urban Residents' Minimum Living Guarantee Certificate, Guangzhou Low-income Families with Difficulties Certificate or Guangzhou Trade Union Poor Employees Certificate;
