Chapter I General Provisions Article 1 In order to strengthen elevator safety, prevent and reduce elevator safety accidents, safeguard personal and property safety and promote economic and social development, these Regulations are formulated in accordance with the Law of the People's Republic of China on Safety of Special Equipment, the Regulations of the State Council on Safety Supervision of Special Equipment and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the supervision and management of elevator production (including manufacture, installation, renovation and maintenance), operation, use, maintenance, inspection and testing and elevator safety within the administrative area of this Municipality. Article 3 The term "elevator" as mentioned in these Regulations refers to mechanical and electrical equipment that is driven by power and uses boxes running along rigid guide rails or steps running along fixed lines to lift or transport people and goods in parallel, including manned elevators, freight elevator, escalators and moving sidewalks. The specific scope is determined according to the catalogue of special equipment approved by the State Council. Article 4 The elevator safety work shall adhere to the principles of safety first, prevention first, serving the people and comprehensive management. Article 5 The municipal, district and county (city) people's governments shall strengthen their leadership over elevator safety work, establish and improve the coordination mechanism of elevator safety management, urge relevant competent departments to perform their supervision and management duties according to law, incorporate elevator quality and safety work into the quality and safety responsibility assessment system of the government at the corresponding level, and coordinate and solve major problems in elevator safety management.

City, district and county (city) people's governments shall incorporate elevator emergency rescue into the government emergency rescue system at the corresponding level, establish a public service platform for elevator emergency rescue, and coordinate and direct elevator emergency rescue work in a unified way.

Sub-district offices and township (town) people's governments shall assist relevant competent departments in elevator safety management within their respective jurisdictions. Article 6 The municipal, district and county (city) market supervision and management departments shall supervise and manage elevator safety within their respective administrative areas.

Urban and rural construction, real estate, emergency, public security, education, health, culture, tourism, radio and television, transportation, commerce and other relevant departments shall, according to their respective responsibilities, do a good job in elevator safety management according to law. Seventh elevator production, operation, use, maintenance and other units shall fulfill the main responsibility of elevator safety, establish and improve the elevator safety responsibility system according to law, and strengthen elevator safety management. Eighth encourage elevator production, use and maintenance units to insure elevator safety liability insurance.

The elevators in public gathering places shall be insured with elevator safety liability insurance in accordance with the provisions of laws and regulations; The application of elevator safety liability insurance in residential areas where property management is implemented shall be discussed and decided by the owners' meeting. Article 9 The relevant competent departments of the municipal, district and county (city) people's governments shall strengthen the publicity of elevator safety knowledge and enhance public safety awareness and self-protection ability.

Elevator production, operation, use, maintenance and other units and news media should popularize elevator safety knowledge and guide the public to use elevators correctly.

Primary and secondary schools, kindergartens and families should strengthen elevator safety education for minors and cultivate the habit of minors taking elevators safely. Tenth elevator industry associations should strengthen industry self-discipline, promote the construction of industry credit system and improve the level of elevator safety management. Chapter II Production and Operation Article 11 Elevator production units shall ensure that elevator production meets the requirements of safety technical specifications and relevant standards, and shall be responsible for the safety performance of the elevators they produce.

Encourage elevator production units to carry out scientific and technological innovation in elevator safety protection and improve the active safety performance of elevators.

It is forbidden to use elevator parts that have been explicitly eliminated or scrapped by the state for elevator production. Twelfth public gathering places and residential elevators, in accordance with the relevant provisions of the state to take the following safety protection measures:

Article 13 Newly installed manned elevators shall be equipped with an elevator Internet of Things system with the functions of operation parameter collection, information network transmission, automatic alarm and real-time call. , in accordance with the provisions, equipped with a unified interface, and open to the municipal or district, county (city) market supervision and management departments.

Encourage the installation of IOT elevator system in elevators. Fourteenth elevator installation, renovation and maintenance of the construction unit, shall comply with the following provisions:

(a) before the construction, it shall inform the district, county (city) market supervision and management department in writing of the time, place and content of the construction;

(two) during the construction, check whether the elevator machine room, shaft, pit, passage and other projects meet the requirements of safe use of elevators, and implement safety protection measures;

(3) Carry out the construction in accordance with the provisions of laws and regulations and the requirements of safety technical specifications, truthfully record the construction process, and hand over the supervision and inspection report, quality certificate and other technical materials to the elevator owner or its entrusted elevator user within 30 days after the completion acceptance. Before the elevator is delivered for use, measures shall be taken to prevent the elevator from being used by others;

(four) in the process of installation, renovation and major repairs, the elevator inspection agency shall conduct supervision and inspection in accordance with the requirements of safety technical specifications, and shall not be delivered without supervision and inspection or unqualified supervision and inspection.
