In order to do a good job in the construction, planning and development of Yueyang farmers' market, strengthen the management of farmers' market and further improve the living conditions of the general public, according to the instructions of the main leaders of the municipal government and the arrangement of Director Xiong Daosheng, we conducted a comprehensive investigation on the construction and management of 20 major farmers' markets in Yueyang from April 22 to 30. The report reads as follows:
First, the status of urban farmers' markets

In addition, vegetable stalls and grocery stalls are currently under construction and have not yet been operated. The business licenses of 18 business households in normal operation are complete. At present, the farmer's market network, which combines large, medium and small markets and coexists with various modes of operation, has played an important role in ensuring supply and facilitating citizens' lives.
1, the main channel of fixed farmers' market has played a role. There are 0/5 farmers' markets/kloc-with an area of 54,938 square meters, a business area of 38,676 square meters and 2,970 business stalls, with annual sales of 6 1.0 1.5 million yuan. According to their property rights, there are three state-owned 10, three collectives and two joint-stock companies, basically forming an urban agricultural product market supply system with Huabanqiao market as the leader, Meixiqiao and Wulipai markets as the foundation and other markets as supplements, which undertakes 70% of the supply of urban agricultural products, with daily sales of 1.7 million yuan and more than 6,000 employees in various agricultural markets.
2. Urban farmers' market planning has basically taken shape. In 2006, together with the Municipal Planning Bureau, we worked out the commercial network planning of Yueyang City, which was approved and implemented by the municipal government. The plan is clear, and a farmer's supermarket is set up according to the service radius of residential area 1KM, and each service population is about 20,000. By 20 15, there will be 26 new farmers' supermarkets in Yueyang, namely: central city 10, lakeside 5, Qijialing 1 0, Kang Wang 1 0, Junshan 3, Yunxi 2, Crossroads 2 and Lucheng/kloc-0. The existing farmers' market in urban areas adheres to the development direction of supermarkets and is gradually replaced by fresh supermarkets. The overall planning is realistic and forward-looking.
Second, the main problems in urban farmers' markets
1, the market construction is relatively backward. At the beginning of 1990s, Yueyang urban area was 676 square kilometers with a population of 300,000. Now, the urban area has increased to 792 square kilometers, and the population has increased to 654.38+0.04 million. 2. The utilization rate of market facilities is low. At present, because some citizens and suburban farmers have not changed the traditional agricultural products trading methods, their stalls are unwilling to enter the market for trading. The average utilization rate of stalls in urban fixed farmers' markets is 70%, of which Meixiqiao Market is 70%, Hongjiazhou is 60%, and Xinqiao Lane Market is only 50%. However, the large, medium and small farmers' markets in Yunxi District 14 are seriously wasted due to layout problems. Such as Peace Market, Yuehua New Market, Anju Market and Washing Road Market, are idle and in an empty shell state. There is also the Paotai Mountain Market, which opened in 2000. In 2003, it closed down due to poor management and poor economic benefits. Now it has been changed into four facades, such as medicine supermarket, North and South goods supermarket and hair salon, which completely changed the nature of the market and no longer played the role of farmers' market.
3. Newly-built communities lack service outlets. In recent years, residential quarters in Yueyang City have developed rapidly. Most of these communities are far away from the existing fixed farmers' market. According to the construction plan that "urban residents can basically meet the basic living needs such as shopping and catering services by walking 15 minutes", more than 80% of the communities should build trading places for fresh agricultural products. The reality is that there are no trading places for fresh agricultural products in most communities in Yueyang City, and it is extremely inconvenient for residents to buy fresh agricultural products, such as the newly-built National Tax Village Community, Telecom Garden Community, Louqu Court and Louqu Public Security Bureau Residential Community.
4. The road market problem is very prominent. Due to the rapid development of the city and the traditional habits of suburban farmers and urban residents, it can be said that there is a street market near every farmer's market, and the street market has become an incurable "stubborn disease" in the city. Although it has been rectified by relevant departments, it has little effect, and the urban road market has been flooded, which has seriously affected the normal operation of the fixed farmers' market, affected the appearance of the city and caused traffic jams. It's time to make it difficult for residents to solve it.
5. Market management is not in place. The vast majority of markets in the survey are managed by units, and a lot of work has been done to establish an orderly market. But at the same time, it should be noted that there is no management department in some markets, and only the departments of industry and commerce and sanitation enter the market to collect relevant fees. Some joint-stock and collective farmers' market owners contract the market to individuals, who pay more attention to fees than management, and the market is messy. At the same time, because the market has been continuing the traditional market management mode, the business philosophy is not clear enough, the management mode is simple, and there is no sense of being ahead of the times, so the market characteristics and brands have not been formed, and the market management is not in place. At present, the public's strongest reaction to the market is the problem of counterfeit and shoddy goods. In particular, the quality of cooked meat products, bean products and fresh meat in the market is worrying, and the quality and hygiene are not guaranteed, which brings harm to people's physical and mental health.
6. Money is tight, so it is impossible to upgrade. Most of these surveyed farmers' markets have been built for many years and their infrastructure is aging. At present, they are in urgent need of upgrading. However, due to the lack of funds, the upgrading and transformation of the market is basically in the planning, and there is no substantive action.
Third, suggestions on speeding up the construction and management of standardized farmers' markets in urban areas.
According to the requirements of the municipal government on the construction of standardized farmer's market system of "shopping supermarkets, environmental shopping malls and electronic structures", combined with the actual situation of urban farmer's market, the standardized construction and management of urban farmer's market should follow the general idea of "practicality, convenience for the masses, convenience for management and improvement of quality", and strive to transform a number of solid ones in 3-5 years.
Set up markets, build a number of large-scale markets and convenience markets, ban street markets, standardize a number of temporary markets, and initially establish a fresh supermarket system in the city that is suitable for economic development and consumption level, with reasonable layout, coordinated structure, complete functions and orderly competition.
1, transformation and upgrading will increase the market. The first is to upgrade the existing fixed-scale market. Mainly to upgrade Meixiqiao Farmers' Market, Wulipai Farmers' Market, Huabanqiao Farmers' Market and Gai Yi Farmers' Market. ① Meixiqiao Farmers' Market is the most standardized vegetable market in Yueyang, with the greatest market benefit. The basic idea of transformation is to directly transform the existing market into a standardized vegetable market, with an overall transformation area of 5 135.38m2 and a main business hall area of 3070m2. After the transformation, the business model of self-selected sales, unified cashier, unified settlement and centralized management was implemented. It is estimated that it will generate more than 3 million yuan in taxes and fees for the country in one year, with more than 1 000 business varieties, business area of 5700m2, annual market income of 2 million yuan, annual profit of 230,000 yuan and annual sales of 654.38 billion yuan, and the investment cost can be recovered in 9 years. ② Huabanqiao Market, Wulipai Market and Gai Yi Market should adjust measures to local conditions, integrate market resources, improve facilities and functions, and make them play their due roles. Let consumers not only enjoy the clean environment and civilized service of modern supermarkets, but also buy fresh and guaranteed fresh food. The second is to enable empty shells or change the nature of the market. Combined with banning the road market, the relevant functional departments of the city and the governments of Louqu and Yunxi District should strengthen contact with the owners of the shell market and the farmers' market whose nature has changed, urge the market to rectify, cooperate with the market owners to introduce business households, and realize the early opening or resumption of the market. ① Peace market, Yuehua new market, housing market and road washing market under the jurisdiction of Yunxi District should be rationally laid out according to local conditions to guide operators to enter the market. ② Restore the farmer's market in Paotaishan. The farmer's market in Paotai Mountain was badly managed, surrounded by the road market, and closed in 2003 due to the impact of nearby supermarkets. However, there are many residents nearby, and the market was once prosperous, so the market in Paotai Mountain should be restored.
2. Build a large-scale farmers' market. Adhere to Scientific Outlook on Development, pay close attention to the implementation of urban commercial network planning, and build Qian Miao Street Market, Jinfeng Bridge Farmers Market and Lakeside Farmers Market in urban areas according to the principle of convenience, benefit and benefit, so as to further improve the urban farmers market network. ① Qian Miao Street Market. After on-the-spot investigation by the leaders of the municipal government and the heads of relevant departments, the market construction management office will build a new standardized farmer's market with a construction area of about 8,000 square meters, which is conducive to the development of the lakeside zone and forms a supporting project with the third phase of the lakeside zone being built by the government. It will also play a role in resolving and resettling stable business households in the fish alley market to be demolished, and assume the "vegetable basket" of nearly 654.38+10,000 residents in the west of Qiaoxi and north of Jiefang Road. ② Lakeside Farmers' Market. Nanhu Scenic Area has decided to build a new agricultural trade center with an investment of tens of millions of yuan by 20 10. With the construction of Dongting Lake International Mansion, a key project of the city, there will be more than 50,000 people on the lakeside in 20 10 and 80,000 people in 20 15. The leading idea of farmer's market management is: one-stop shopping, providing consumers with a comfortable, assured, reasonable, hygienic and leisure shopping environment and place. ③ Jinfeng Bridge Farmers' Market. Located in Jinfengqiao Management Office, the specific location near the new railway station square is under planning, and the project has not yet been established.
3. Resolutely ban the road market. Regularly and irregularly carry out market rectification actions, implement classified rectification, and resolutely ban the occupation of roads.
4. Standardize the temporary market of back streets and alleys. The temporary market in the back streets and alleys has little influence on the appearance of the city, and it also reduces the fixity.
Market transaction pressure diverted the highway market. Therefore, it is suggested that the urban management law enforcement brigade and the Louqu District Government should divide the areas and draw boundaries according to the actual situation, guide the business households to standardize their operations, and make the rectification proceed in an orderly manner.
5, residential convenience network layout. In the future, all residential development projects will plan public service network according to 800- 1000 households and set up fresh agricultural products trading areas. Other construction projects must also plan to build corresponding supermarkets for fresh agricultural products. For completed residential quarters, developers and property management companies can be guided to try to open up service outlets.
6. Formulate detailed rules for the implementation of standardized farmer's market management with unity, standardization and operability, and form a unified market construction and management standard, which shall be examined, approved and supervised by the competent department according to the standard.
Fourth, several problems to be solved
1, giving priority to construction land.
Land planning departments should give priority to the construction land of standardized agricultural products trading market projects determined by Yueyang commercial network planning according to the requirements of "three modernizations" to ensure that the project land is not used for other purposes.
2. Introduce preferential policies.
Because the standardized farmers' market has certain public welfare, the investment in construction and transformation is large, the income is small and the payback period is long. In order to mobilize the enthusiasm of all sectors of society, the following preferential policies are proposed:
(1) For the existing allocated land to build a standardized farmer's market, the government will take back the parcel, set up the precondition of "standardized farmer's market construction land" for bidding, auction and hanging, and return the land transfer fee in advance;
(2) the transfer of land to build a standardized farmer's market will be returned after the municipal government collects the land transfer fee;
(3) The local fees for the construction and transformation of standardized farmers' markets are all free, and only the fee is charged;
(4) After the opening of the newly-built standardized farmers' market, the industrial and commercial management fees will be waived in the first year and halved in the next three years.
3, the establishment of residents' convenience network point integral deposit system.
Before the new project starts, the developer shall pay the outlet deposit to the Municipal Planning Bureau, and the deposit shall be refunded according to the planned construction and operation, and the deposit not according to the planned construction or change of use shall not be refunded.
