Legal basis: Article 69 of People's Republic of China (PRC) Property Management Regulations stipulates that the parking spaces and garages planned for parking cars in the property management area should first meet the needs of the owners in the property management area, and their ownership shall be agreed by the parties through buying, selling, giving or leasing. Parking spaces and garages that are not sold or donated by the construction unit shall be made public; If the owner requests the lease, the construction unit shall not refuse. If there are surplus parking spaces and garages after meeting the owners' purchase and lease needs in the property management area, they can rent them to users outside the property management area, but the lease period shall not exceed six months. No unit or individual may occupy the owner's roads or other * * * spaces in the property management area to park vehicles without authorization. If it is really necessary to occupy it, it shall be approved by the owners' congress.
