Measures for the implementation of Wuxi Municipality on the management of property service charges
Article 1 In order to regulate the behavior of property service charges and safeguard the legitimate rights and interests of owners, property users and property service enterprises, these implementation measures are formulated in accordance with the People's Republic of China (PRC) Price Law, Jiangsu Price Regulations, Jiangsu Property Management Regulations, Wuxi Property Management Regulations, Jiangsu Property Service Charge Management Measures and other laws and regulations, combined with the actual situation of our city.
Article 2 These Measures shall apply to the property service charges within the urban area of Wuxi.
Article 3 The term "property service fee" as mentioned in these Measures refers to the fees charged by property service enterprises to the owners or property users for the maintenance, conservation and management of buildings, structures, supporting facilities and equipment and related sites within the property management area, and for the maintenance of environmental sanitation and related order. Property service charges include property service fees, car parking fees and other services.
Article 4 The municipal price department shall, jointly with the municipal property management administrative department, be responsible for formulating policies and regulations on property service charges and guiding the management of property service charges in the whole city.
The district price departments shall, jointly with the property management administrative departments at the same level, be responsible for the supervision and management of property service charges within their respective administrative areas in accordance with their respective management authority.
Fifth property service charges should follow the principles of rationality, openness and consistency of quality and price, distinguish the nature and characteristics of different properties, and implement government-guided prices and market-regulated prices respectively.
Sixth before the establishment of the owners' meeting, the public service fees and parking fees for the pre-residential properties of ordinary houses shall be subject to government guidance. After the establishment of the owners' meeting, the public service fees and parking fees for ordinary residential properties will be subject to market adjustment. Parking spaces are rented at government-guided prices.
The property service charges for non-ordinary houses (see Annex 1 for the identification standard), non-residential houses, ordinary houses converted to business, and ordinary houses managed by the owners themselves or jointly entrusted by the owners themselves by professional institutions shall be subject to market adjustment prices.
In order to meet the needs of some owners or accept the special service fees entrusted by the owners and other property services, the market-adjusted price is implemented.
Article 7 The charging standard for property services subject to market-regulated prices shall be stipulated in the property service contract, or determined by the owners, property users, owners' congress and property service enterprises through consultation according to the service content and service quality.
Chapter II Public Service Fees for Property Management
Article 8 The term "property service fee" as mentioned in these Measures refers to the basic property service fee charged by the property service enterprise to the owners or property users within the property management area according to the property service contract.
Article 9 Property service fees are generally composed of the following factors:
(a) the wages of property management service personnel, social insurance, provident fund, trade union funds and employee education funds extracted according to regulations;
(two) the daily maintenance costs of the parts, facilities and equipment used by the property;
(3) cleaning and sanitation costs;
(four) green maintenance costs;
(five) the cost of maintaining order;
(6) office expenses;
(seven) depreciation of fixed assets of property service enterprises;
(eight) * * * property, * * * facilities and equipment and public liability insurance costs;
(9) Distribution of management fees;
(ten) other expenses agreed by the owners' meeting;
(eleven) statutory taxes and reasonable profits.

These Regulations are formulated in order to standardize property management activities, safeguard the legitimate rights and interests of owners and property service enterprises, and improve the living and working environment of the people.
