According to the work manual, the installation of elevators should be carried out in the following ways: the intention and preliminary scheme of installing elevators in existing multi-storey houses should fully listen to the opinions of all owners within the scope of the elevator to be installed, and the owners whose exclusive parts account for more than two-thirds of the total construction area of the unit and more than two-thirds of the total number of owners agree, and other owners have no objection; The residential building to be equipped with elevators shall meet the requirements of building structural safety, fire safety, building energy conservation and other norms and standards; The owner has the right to occupy and use the house and can produce relevant evidence and other conditions.

The work manual makes it clear that Beijing Finance will give a fixed subsidy for the installation of elevators, which is a form of post-subsidy. Elevator installation will be carried out in advance by the implementers or residents. After the elevator installation is completed and the supervision and inspection certificate of the special equipment management department is obtained, the implementer shall apply to the elevator installation management department of each district for subsidy funds. Financial subsidies do not belong to financial investment and do not form government fixed assets. In accordance with the principles of "whoever invests benefits" and "power and responsibility are consistent", investors who install elevators enjoy the relevant rights and interests of installing elevators according to law and bear the management responsibility after the elevators are put into use.

Installing elevators is one of the contents of the "six regulations, seven supplements and three specifications" for the comprehensive renovation of old residential areas in Beijing. "Six treatments, seven supplements and three norms" refers to the treatment of dangerous buildings, illegal buildings, opening walls and holes, group renting, illegal use of underground space and illegal construction of overhead lines; Make up for earthquake resistance and energy saving, municipal infrastructure, residents' upstairs and downstairs facilities, parking facilities, community comprehensive service facilities, community governance system and community information application capabilities; Standardize the autonomous management of residential quarters, standardize property management, and standardize the use of underground space.

Sub-district offices (township governments) organize owners to solicit residents' opinions on the renovation plan and the preliminary plan of property management. The vast majority of residents agree with the transformation, illegal construction, digging holes and other transformation contents. Most residents agree with the content of the renovation, are willing to cooperate with the implementation of the renovation, and agree to pay the property service fee and incorporate it into the comprehensive renovation reserve of the old community.

The district governments rank the proposed renovation projects according to the residents' wishes, and those with strong residents' wishes can be given priority.

The design scheme issued by the implementer shall be reviewed by the responsible planner. After the preliminary design scheme is completed, residents' opinions need to be solicited. Streets (townships), communities and owners' autonomous organizations shall build a platform for discussion and consultation on residential renovation, and organize residents' representatives, implementers and design units. Fully discuss the design scheme, and form the final renewal and transformation design scheme after improvement.

After the design scheme is determined, the sub-district office (township government) shall, jointly with the implementers, formulate specific project implementation schemes, and solicit opinions from residents on the introduction of social capital design fees, property service standards and property service fees for installing elevators and maintaining parking facilities.

Only when most residents agree to the property service standard and sign the property service agreement can the comprehensive improvement project be implemented. Residents agree to pay for the project content and sign relevant agreements, and the relevant content can be implemented.

Streets (townships), community neighborhood committees, owners' autonomous organizations and property service enterprises shall participate in and supervise the comprehensive improvement of old communities under the guidance of party building. Sub-district offices should build a discussion platform with the participation of neighborhood committees, implementers, construction units and owners' autonomous organizations to respond to residents' demands in a timely manner. Party member owners should take the lead in signing property service agreements and paying property fees.

Relevant departments in Beijing should give priority to efficiency, open green channels, simplify the approval process of comprehensive renovation projects in old residential areas, and accelerate the comprehensive renovation of old residential areas.

If the comprehensive renovation project of the old residential area does not increase the construction area, it shall not go through the planning procedures; If the construction area is slightly increased due to structural reinforcement, building jacket reinforcement, external wall insulation, and the addition of elevators. , shall not go through the planning procedures; If the design adds stories and increases the area for transformation, the planning permission formalities should be handled in the planning department (window) first, and the planning department will give maximum relaxation to the planning conditions.

In the implementation of the renovation of simple houses, the principle of one layer, one thing, one discussion and one policy is adopted in principle, and the renovation plan and implementation plan are formulated. Rooms that do not meet the requirements of building spacing and sunshine shall not be used as residential houses.

For the transformation project of distribution network in old residential areas, the fixed assets investment of Beijing municipal government takes the form of investment subsidy, and financial support is given according to the proportion not higher than 30% of the project construction investment.

In addition, when determining the overall design scheme of the renovation, we should not only closely follow the residents' demands, but also sort out the spatial resources around the old residential areas according to the new version of "General Urban Regulations" and "Regional Regulatory Detailed Provisions". At the same time, it is also necessary to make an overall plan for the spatial resources in the remediation area, and give priority to the construction of facilities and community activity centers for the elderly in accordance with the principle of improving functions and leaving blank space for greening. The work manual requires that public resources such as community parking should be fully explored and integrated, and the benefits should be publicized to the owners in a prominent position. With the consent of the owner, it can be used to supplement special maintenance funds, deduct basic property service fees or other related expenses.
