After the decoration of the owner is completed and accepted by the property management company, it will be returned to the owner within a certain period of time. Anyone (including the owner) who changes the load-bearing structure wall of the original apartment or damages the public facilities in the residential area has the right and must stop it, and the property management company will compensate the losses according to the price.

At present, there is no national unified express provision on whether it is necessary to pay, but because the decoration is only a deposit, many properties are required to pay by default. If there is no violation after the renovation, it will not be deducted and needs to be returned to the owner. It is only to regulate and constrain the deposit that workers need to pay in violation of relevant decoration regulations during the decoration process. According to the current "Detailed Rules for the Implementation of Property Service Charge Management", only Suzhou area has explicit provisions and does not need to pay.

According to Article 17 of the Detailed Rules for the Implementation of Property Service Charge Management, the decoration management service fee and decoration deposit shall be agreed by the owner and the property management enterprise, and shall be made clear in writing, and shall not be charged without decoration. If the renovation is completed by the owner and the property management company has passed the acceptance, and the public parts, equipment and facilities are not damaged, the renovation deposit will be returned to the owner within 15 working days from the date of acceptance. In addition, property management companies may not charge the owners or property users for more than 3 months in any name. If the residual mud generated by decoration is handled by the owners or property users themselves, the property management enterprise shall not charge fees; If a property management company is entrusted, the freight standard shall be determined through consultation between the owner and the property management company.

If the community has set up an owners' committee, you can appeal. If it is passed, you don't have to pay it.
