"Two axes" refers to the central axis and Chang 'an Avenue. The central axis pays attention to cultural functions, shows the essence of traditional culture and embodies the charm of modern civilization. The seriousness, rigor and strictness of the overall protection of the old city, as well as the specific refinement of the protection of one street, one lane, one house and one tree, have become a highlight of the draft plan.

The draft plan defines three types of areas: the ancient capital style protection area, the ancient capital style coordination area and the modern style control area. Strictly control the building height, strengthen the overall spatial morphological characteristics of the old city, and protect the core components of the old city as a whole, namely, the two axes, the four city walls, the chessboard road network, the six seas and eight waters, and the nine altars and eight temples, and solidly promote the heritage protection of the central axis. Promote the restoration of historical water system and the construction of waterfront space, and create a water system pattern in which six seas reflect the sun and the moon and eight waters surround Beijing.

The draft plan proposes to improve the community-block-street three-level public service life circle, optimize the allocation standards of public service facilities, and improve the livability level. Encourage the layout of high-quality educational resources, institutional pension facilities and medical and health service facilities outside the functional core area of the capital. "The public service system is all-age to meet the different needs of different age groups," said Yin Zhi, a professor at the School of Architecture of Tsinghua University.
