Stealing water is against the city water supply regulations. Theft or diversion of urban public water supply shall be ordered by the administrative department of urban water supply or its authorized unit to make corrections within a time limit and may also be fined.

Legal basis: Article 35 of the Regulations on Urban Water Supply stipulates that in case of any of the following acts in violation of these regulations, the administrative department of urban water supply or its authorized unit shall order it to make corrections within a time limit and may impose a fine:
