Article 2 These Regulations shall apply to the planning, construction, maintenance, repair and road administration of urban roads within the administrative area of this Municipality.

The term "urban roads" as mentioned in these Regulations refers to roads, bridges and culverts and their ancillary facilities that are used by vehicles and pedestrians in the city and have certain technical conditions. Article 3 The municipal administrative department of urban roads shall be in charge of the management of urban roads in this Municipality, and shall be responsible for the management of urban roads under its jurisdiction according to its responsibilities.

County, district (including Fushun Economic Development Zone) urban road administrative departments shall be responsible for the management of urban roads under their jurisdiction in accordance with their duties.

Planning, construction, public security, transportation, water affairs, railways and other relevant departments shall do a good job in urban road management according to their respective responsibilities. Article 4 Urban road management shall adhere to the principles of overall planning, supporting construction, coordinated development, equal emphasis on construction and management, and the combination of unified management and graded responsibility.

City and county urban road administrative departments shall regularly publish the scope of urban roads under the jurisdiction of cities, districts and counties according to the types of urban roads. Article 5 All units and individuals have the obligation to protect urban roads, and have the right to supervise, stop and report acts that damage urban roads.

Units and individuals that have made remarkable achievements in maintaining urban roads shall be commended or rewarded by the administrative department of urban roads. Chapter II Planning and Construction Management Article 6 New construction, reconstruction and expansion of urban roads shall be incorporated into the overall urban planning and the annual plan for national economic and social development. Seventh supporting greening construction of urban roads should be included in the urban road construction planning in accordance with the prescribed standards, and should be designed and constructed simultaneously with the new construction, reconstruction and expansion of urban roads. Eighth units and individuals are encouraged to invest in urban road construction in accordance with the urban road planning and annual construction plan. Article 9 The construction of urban water supply, heating, power supply, drainage, gas, communication, fire fighting and other pipelines and pole facilities attached to urban roads shall adhere to the principle of underground first and then on the ground, and be carried out simultaneously with urban road construction.

The construction administrative department shall promptly notify the relevant pipeline and pole line property rights units of the annual plan for urban road construction. The relevant units shall, within 30 days from the date of receiving the notice, report the pipeline and pole laying renovation plan related to the annual plan of urban road construction to the construction administrative department, and implement it under the overall arrangement of the construction administrative department. Article 10 The design and construction of urban roads shall strictly implement the technical specifications of the state and this Municipality on the design and construction of urban roads.

Urban road construction projects without acceptance or unqualified acceptance shall not be delivered for use. Government organizations to invest in the construction of urban roads, the construction unit shall, within 3 months after the acceptance, handle the transfer procedures with the administrative department of urban roads; During the handover, the construction unit shall be responsible for maintenance, repair and management.

The completion data and information data of various pipelines, pole lines and other facilities attached to urban roads shall be handed over to the relevant departments according to law and reported to the administrative department of urban roads for the record. Chapter III Maintenance Management Article 12 The municipal, county and district people's governments and the administrative committee of Fushun Economic Development Zone shall reasonably arrange the annual fund plan for urban road maintenance according to the grade and quantity of urban roads. Thirteenth urban road administrative departments shall perform the following duties in the management of urban road maintenance under their jurisdiction:

(three) regular inspection and evaluation of urban roads, formulate emergency plans for urban road safety and organize their implementation;

(four) to establish and improve the archives of urban road facilities, and accurately grasp the status of urban roads;

(five) responsible for other duties related to urban road maintenance management. Fourteenth urban roads under the jurisdiction of the administrative department of urban roads shall be maintained and repaired by bidding in accordance with relevant regulations.

Urban roads owned by units invested and constructed by units shall be maintained and maintained by property rights units.

Roads invested and built by the construction unit in urban residential areas shall be maintained and maintained by the construction unit or the entrusted property service enterprise; The roads invested by the government shall be undertaken by the units without property rights, determined by the county and district people's governments, and the relevant departments shall be responsible for maintenance and repair management. Fifteenth urban road maintenance and construction units shall strictly implement the relevant technical specifications of urban road maintenance and repair, ensure the quality of maintenance and repair projects, and complete the repair within the prescribed time limit.
