Option 2: According to Bozhou standard, the basic water price will be increased by 1 yuan /m3. That is, the first basic water price of secondary water supply is yuan/cubic meter; The second step water price is RMB/m3; Third step yuan/cubic meter.

Long-term lack of unified standards and management basis.

At present, the water price in our city is stepped water price. In terms of domestic water consumption, the first step water consumption is within 15 cubic meter (including 15 cubic meter)/household/month, and the water price is RMB/cubic meter; The water quantity of the second step is 25m3/household/month, and the water price is RMB/m3; The water quantity of the third step exceeds cubic meters/household/month and the water price is RMB/cubic meter. On this basis, a water resource fee of RMB per cubic meter and a sewage treatment fee of RMB per cubic meter are charged.

For a long time, there is no unified standard and management basis for the construction of secondary water supply facilities in our city, which leads to the inconsistency of engineering technical specifications and differences in engineering quality during the construction of secondary water supply facilities, which seriously affects the water safety of residents. At present, the secondary water supply facilities in our city are mostly managed and maintained by property companies or other owners themselves, and the management level is uneven, so it is difficult to form a standardized and effective daily operation and maintenance mechanism; The funds for the renovation of secondary water supply facilities in old residential areas are not in place, and it is difficult to meet the normal water demand of residents.

On April, 2020 10, the municipal government office issued the Measures for the Management of Secondary Water Supply, which strengthened management from key links such as design, construction and completion acceptance to ensure the construction quality.

Discussion on collection method of operation and maintenance fee for secondary water supply. On the basis of learning from other cities' charging methods, according to the present situation of our city, Article 12 of the Measures clarifies the charging method for the operation and maintenance of secondary water supply facilities: the water supply enterprises are responsible for unified management and maintenance, and the operation and maintenance costs of secondary water supply facilities are included in the operating costs of water supply enterprises in principle and supplemented by the unified price of urban water supply. The water price of secondary water supply to households shall be charged according to the residential water price approved by the development and reform (price) department, and no additional fees shall be charged to residential users. Before the charging standard is approved, it is still implemented according to the current charging standard for property services.

At present, most high-rise residential areas in Fucheng have begun to use secondary water supply above the fourth floor, depending on the design of the developer. The charging standard includes annual 240 yuan and monthly actual allocation of 560 yuan.
