Chapter I General Provisions Article 1 In order to strengthen the management of domestic waste, improve the living environment in urban and rural areas, ensure public health, maintain ecological safety, promote the construction of ecological civilization and promote the sustainable development of economy and society, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of Urban Appearance and Environmental Sanitation and other laws and administrative regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the facilities planning and construction, source reduction, classified delivery, cleaning, collection, transportation, treatment, resource utilization and supervision and management of domestic waste within the administrative area of this Municipality.

The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations.

According to the national standards, domestic waste in this city can be divided into four categories: recyclables, harmful waste, kitchen waste and other wastes.

The management of industrial solid waste, construction waste, agricultural solid waste, hazardous waste and other solid waste shall be implemented in accordance with the relevant provisions of the state and this Municipality. Article 3 The management of domestic waste shall adhere to the principles of leadership by the Party committee, promotion by the government, participation by the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity.

This Municipality shall establish and improve the management system of domestic waste by classification, collection, transportation and treatment, and gradually realize the reduction, recycling and harmlessness of domestic waste. Article 4 The Municipal People's Government shall incorporate the management of domestic waste into the national economic and social development plan and ecological environment protection plan of this Municipality, formulate the total amount control plan of domestic waste treatment, and coordinate the management of domestic waste as a whole.

Departments or units such as development and reform, education, ecological environment, housing and urban-rural construction, agriculture and rural areas, commerce, market supervision, science and technology, economic information, public security, civil affairs, finance, natural resources planning, transportation, cultural tourism, health and wellness, office affairs management, postal management, supply and marketing cooperatives, etc. shall do a good job in the management of domestic waste according to their respective responsibilities. Article 6 The people's governments of cities, districts and counties (autonomous counties) shall include the funds needed for domestic waste management into the fiscal budget at the corresponding level to ensure the capital investment in urban and rural domestic waste management.

This Municipality encourages and guides social capital to participate in activities such as source reduction, classified delivery, cleaning, collection, transportation, treatment and resource utilization of domestic waste. Schools should carry out popularization education on the knowledge of domestic waste reduction and classification, and primary and secondary schools and kindergartens should incorporate the knowledge of domestic waste reduction and classification into education and teaching.

The news media should carry out public welfare propaganda on the knowledge of domestic waste reduction and classification, enhance the public's awareness of domestic waste reduction and classification, and conduct public opinion supervision on violations of domestic waste management.

The municipal urban management department shall, jointly with relevant departments, set up a popular science education base to popularize the knowledge of domestic waste classification. The operating unit of domestic waste treatment facilities determined by the municipal urban management department shall set up a public open day and accept public visits.
