What is the principle of property service charge?

Property service charges should follow the principles of fairness, openness, reasonableness and consistency of quality and price, and implement government-guided prices and market-regulated prices respectively according to the nature and characteristics of different properties.

Before the establishment of the owners' congress, the property service fees and parking service fees of residential quarters (multi-storey, high-rise), affordable housing, housing reform housing and old houses were subject to government-guided prices. In addition, property service fees and parking service fees for other types of properties are subject to market-adjusted prices.
