Vehicle damage caused by property locking.

Property has no right to lock the car. Property is a service department, not a law enforcement department. Without enforcement power, there is no right to lock the car directly. If the vehicle is locked and infringes the property rights of the relevant owner, the owner may complain to the management department, compensate the owner if losses are caused, or bring a lawsuit to the court according to law.
