The legal basis for the preparatory group to cancel the qualifications of some building owners' representatives mainly includes the Property Management Regulations and the Rules of Procedure of the Owners' Congress.

According to Article 38 of the Property Management Regulations, the representatives of the owners' congress shall be elected in accordance with the rules of procedure of the owners' congress, and the representatives shall abide by the rules of procedure of the owners' congress and participate in the decision-making of the owners' congress. According to Article 12 of the Rules of Procedure for Owners' Congress, the qualification of the owner's representative shall meet the following conditions: 1, the owner himself or his relatives; 2.
