According to Article 38 of the Property Management Regulations, the representatives of the owners' congress shall be elected in accordance with the rules of procedure of the owners' congress, and the representatives shall abide by the rules of procedure of the owners' congress and participate in the decision-making of the owners' congress. According to Article 12 of the Rules of Procedure for Owners' Congress, the qualification of the owner's representative shall meet the following conditions: 1, the owner himself or his relatives; 2. No bad records; 3. Seriously fulfill the obligations of the owner; 4. Agree to be the owner's representative.
Therefore, if some owners' representatives do not meet the above conditions, the preparatory group has the right to cancel their representative qualifications. At the same time, the preparatory group shall publicize and report the reasons for canceling the representative qualification to ensure the fairness and transparency of the owners' meeting.
