Does tobacco property belong to state institutions?

When the tobacco monopoly bureau is an administrative agency, there will be institutions. If a tobacco company is a state-owned enterprise, there will be no organization.

The State Tobacco Monopoly Bureau and China Tobacco Corporation conduct centralized and unified management of "people, money, materials, production, supply, sales, domestic, foreign and trade" in the national tobacco industry.
