Regulations of Binzhou Municipality on Elevator Safety Management

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of the People's Republic of China on the Safety of Special Equipment, the Regulations of Shandong Province on the Safety of Special Equipment and other laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the safety management of elevators, clarify the main responsibility and supervision responsibility, prevent elevator accidents, and ensure personal safety and travel convenience. Article 2 These Regulations shall apply to the production, use management, maintenance, inspection, safety assessment, emergency response, supervision and management of elevators within the administrative area of this Municipality, as well as the design and construction management of construction projects related to elevator safety.

The term "elevator" as mentioned in these Regulations refers to passenger elevators, escalators and moving sidewalks with manned functions.

These provisions do not apply to elevators installed in non-public places and used only by a single family. Article 3 The people's governments of cities and counties (cities, districts) shall establish a work coordination mechanism, urge all relevant departments to perform their duties of supervision and management according to law, formulate emergency plans and incorporate them into the emergency rescue linkage system, coordinate and direct emergency rescue in a unified way, and ensure the funds for safety supervision.

Township people's governments and sub-district offices shall assist relevant departments to perform their duties of elevator safety supervision and management according to law. Fourth special equipment safety supervision and management department is the competent department of elevator safety management of the people's government at the same level. Responsible for the supervision and inspection of elevator production, operation, use management, maintenance and inspection institutions, the construction and maintenance of safety supervision and management system, regularly announce the elevator safety status to the public and provide information inquiry service, promote the hierarchical control of elevator use safety risks and the construction of accident hidden danger investigation and management system, organize accident investigation, accept complaints and reports, and investigate and deal with illegal acts.

Education, industry and information technology, public security, housing and urban and rural construction, transportation, commerce, culture and tourism, health, emergency management, administrative examination and approval services, fire rescue and other departments shall do relevant work according to their respective responsibilities. Fifth special equipment safety supervision and management and other relevant departments, use management units, relevant industry associations, news media, etc. We should strengthen the publicity of elevator safety laws and regulations and safety knowledge, and guide the public to use elevators correctly.

Schools and kindergartens should incorporate elevator safety knowledge into public safety education to enhance students' and children's awareness of safe and civilized use of elevators. Sixth special equipment safety supervision and management departments should establish a complaint reporting system, and publish the complaint reporting methods.

Any organization or individual may complain or report to the safety supervision and management department of special equipment if it finds illegal acts endangering the safety of elevators or hidden dangers of accidents in elevators. Seventh encourage elevator owners or use management units, maintenance units and other insurance related to elevator safety. Chapter II Selection, Configuration and Construction Management Article 8 The engineering design of elevator machine room, shaft, pit, passage and other ancillary facilities and the selection and configuration of elevators shall conform to the provisions of laws, regulations, safety technical specifications and relevant standards, and meet the requirements of building structure and safe use.

Laws, regulations, safety technical specifications and relevant standards have no provisions on the design of elevator ancillary facilities, elevator selection and configuration, or have special requirements on the use environment, conditions and actual operation conditions of elevators, the construction unit shall put forward requirements for elevator selection and configuration to the design department, and coordinate and determine the architectural design scheme.

If elevators are installed in existing houses, elevators should be configured according to the safety requirements of building structures. Ninth elevators should have the functions of safe operation and emergency rescue; The signal coverage of mobile communication network should be realized in the elevator car.

Encourage the installation of automatic leveling devices and accidental movement protection devices in passenger elevators; Encourage elevators to be equipped with devices with Internet of Things remote monitoring function. Article 10 The installation, modification and maintenance of elevators shall be carried out by elevator manufacturers or their authorized units with corresponding licenses in accordance with safety technical specifications, relevant standards and design documents, and qualified elevator components and safety protection devices shall be used.

The main components and safety protection devices of the elevator shall establish a quality traceability registration system, and if there is a quality guarantee period, it shall be indicated in the registration.

Before the elevator is delivered for use, it is forbidden to use it except for necessary debugging and trial operation. Eleventh elevator car decoration shall not use flammable, fragile, toxic, harmful and other materials, and the decoration weight shall meet the standards stipulated in the safety technical specifications. Chapter III Use Management and Maintenance Article 12 The use management unit is the responsible subject of elevator use safety management, which is identified as follows:

(a) the owner has not handed over, and the construction unit is the use management unit;

(two) self management, the owner is the use of management units;

(three) commissioned by the property services agencies or other units of management, the entrusted unit for the use of management units;

(4) The elevators in the leased premises may be agreed to be used by the management unit; If there is no agreement, the lessor shall use the management unit;

The elevator that is not clearly used by the management unit shall not be delivered for use. Thirteenth use management units shall perform the following obligations:

(a) to establish and improve the elevator safety management system and operating procedures;

(2) Purchasing and using elevator parts with qualified quality;

(three) equipped with safety management personnel, open the telephone on duty and keep the communication smooth, regularly check the elevator and record it truthfully;

(four) in accordance with the relevant provisions of the elevator registration;

(five) entrust a qualified unit to maintain the elevator, supervise the maintenance process and sign it in time. If the maintenance unit changes, do a good job in the connection of safety management, and handle the change registration within thirty days after the change;

(six) express and update the elevator use signs, safety warning signs, safety instructions, safety precautions, emergency rescue telephone numbers and insurance information signs in a prominent position of the elevator;

(seven) to maintain the effective use of elevator alarm devices and emergency lighting facilities, and the emergency rescue channel is unblocked;

(8) Take effective protective measures or arrange personnel to carry out on-site management if carrying articles may cause elevator failure or damage;

(nine) if the elevator needs to be suspended due to failure, stop signs shall be set at the entrance and exit, and a comprehensive inspection shall be organized to eliminate potential safety hazards until the elevator resumes normal use;

(ten) the elevator used in public gathering places, arrange security personnel on duty;

(eleven) the elevator is monitored in real time by video monitoring, and the monitoring data shall be kept for not less than thirty days;

(twelve) other obligations stipulated by laws and regulations.
