How to read the chart of water meter

The basic method of accurate meter reading:?

Look from the front of the water, don't look sideways, and don't look sideways;

Read the indicated values of four black needles from left to right, which are: thousand needles (* 1000), hundred needles (* 100), ten needles (* 10) and unit needles (*1); ?

The pointer refers to the vicinity of a number A, to see whether the pointer at the lower position of the pointer exceeds 0, if it exceeds 0, the reading is the number A, otherwise the reading is the number before the number A; ?

The pointer refers to the number near A. If the lower pointer refers to the number near 0, look at the pointer until you can judge whether it exceeds 0. If it exceeds 0, read it as the number A, otherwise read it as the number before the number A?
