Regulations of Fushun Municipality on City Appearance Management (20 1 1)

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and create a clean, civilized, harmonious and livable city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the city appearance management in the urban areas of this Municipality. The term "urban appearance management" as mentioned in these Regulations refers to the appearance management of buildings, structures, residential areas, roads, public places, public facilities, public waters, motor vehicles, construction sites, outdoor advertisements, signboards, landscape lighting and other facilities. Article 3 The principle of unified leadership, graded responsibility, social supervision and public participation shall be implemented in city appearance management. Article 4 The municipal administrative department of city appearance shall be responsible for the city appearance management.

All districts (including Fushun Economic Development Zone, the same below) shall be responsible for the city management within their respective jurisdictions in accordance with their duties and powers.

Planning, construction, land, real estate, transportation, public security, industry and commerce, civil affairs, health, water, environmental protection, urban management comprehensive administrative law enforcement and other relevant departments shall, according to their respective responsibilities, cooperate to do a good job in urban appearance management. Fifth city administrative departments shall, according to the needs of the city's urban development, organize the preparation of city management professional planning, and implement it after the approval of the Municipal People's government. Article 6 All units and individuals shall consciously safeguard the city appearance and environment, and have the right to discourage and report acts that damage the city appearance and environment.

Units and individuals that have made outstanding achievements in the management of city appearance shall be commended and rewarded by the municipal and district administrative departments of city appearance. Chapter II System of Area of Responsibility for City Appearance Article 7 This Municipality implements the system of area of responsibility for city appearance.

City appearance responsibility area is divided according to the following provisions:

(a) the houses and sites occupied and managed by organs, organizations, schools, military units, enterprises and institutions shall be the responsibility of this unit;

(two) the residential area where property management is implemented is responsible by the property management unit, and the residential area where property management is not implemented is responsible by the community;

(3) Managers or operators shall be responsible for public places and facilities such as stations, parking lots, docks, cultural stadiums (gymnasiums), squares, parks, tourist attractions, etc.;

(four) shopping malls, bazaars, shops (kiosks) by the property units or operators responsible for;

(5) The construction unit shall be responsible for the construction site;

(six) the urban section of the river is in charge of the manager;

(seven) other buildings, structures, facilities or sites shall be managed by their property units or managers in accordance with the ownership relationship. Article 8 The person in charge of the city appearance shall ensure that the buildings, structures, other facilities and venues in the area of responsibility meet the standards of the city appearance, keep the city appearance clean and tidy, and the facilities are in good condition, without setting up stalls, erecting structures, posting, scribbling, portraying, hanging or stacking. Ninth city administrative departments should strengthen the professional guidance to the responsible person, and supervise and inspect the performance of the city responsibility. Chapter III Appearance Management of Buildings, Structures and Residential Areas Article 10 Urban buildings, structures and urban sculptures shall meet the standards of urban appearance and keep their appearance clean and tidy.

Buildings and structures with historical value and representative style shall maintain their original features. Eleventh it is forbidden to use the overhangs, balconies, external walls and facilities of buildings and structures to build buildings and structures on both sides of urban roads. Article 12 The external reconstruction and decoration of buildings and structures facing the street shall be subject to the examination and approval of the city appearance administrative department, and after going through the relevant examination and approval procedures, the construction shall be organized in accordance with the approved requirements.

The change and transformation of the facade shall not change the building structure and original architectural style, and the distance from the outer edge to the original wall shall not exceed 0-3 meters. Thirteenth urban areas prohibit the following acts:

(a) stacking and hanging facilities and articles on the wall, in front of the door, outside the window, outside the balcony and outside the corridor on the street side of buildings and structures;

(two) hanging and drying articles on various facilities such as guardrails, road signs, electric poles, etc.;

(3) Planting crops such as grain and vegetables in public places;

(four) raising chickens, ducks, geese, rabbits, sheep, pigs and other poultry and livestock in the residential area;

(five) outdoor slaughter of livestock and poultry. Fourteenth construction sites should be set up in accordance with the provisions of the enclosure. Construction waste water and mud shall not be discharged at will, and construction muck and garbage shall be removed in time. After the completion of the project, temporary buildings and structures shall be demolished within the prescribed time limit, and the site shall be cleaned and leveled. Fifteenth buildings and structures set boundaries, should choose landscape, semi landscape fence or hedge, flower bed (pool), fence as the boundary. Chapter IV Appearance Management of Public Places and Facilities Article 16 No unit or individual may occupy urban roads, squares, pedestrian streets, gardens and other public places without authorization to hold activities, set up facilities or pile up articles.

Due to the construction or holding of festivals, sports, publicity and other large-scale activities need to be occupied, it shall submit the proposed site selection scheme and other materials to the competent department of city appearance administration, and go through the examination and approval procedures in accordance with the relevant provisions after examination and approval.

Approved units and individuals shall hold activities or set up facilities and pile up articles according to the approved time and place, and keep the site clean and tidy. Demolition of facilities when due. Remove the waste well and restore it to its original state.
