New regulations on elevator charging standards in 2023

Subjectivity of law: The charging standard of elevator maintenance premium varies from region to region and depends on the local market pricing. Generally, each set is about 3500 yuan per year. Elevator maintenance premium is also affected by elevator condition, geographical location, specific floor and running speed. For those with more than five floors, each additional five floors will increase by10%; Elevator service life coefficient: 10% for ≥5 years, and 20% for ≥8 years; Elevator enterprise coefficient: based on the qualification of C-level enterprises, B-level enterprises increase by 1%, and A-level enterprises increase by 2%; 3. Load factor: based on the load of 1 ton, the load will increase by 5% for every increase of 1 ton.

Legal objectivity: Article 44 of the Regulations on Property Management: Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners. Fifty-first water supply, power supply, gas supply, heating, communications, cable television and other units shall bear the responsibility for the maintenance and conservation of related pipelines and facilities in the property management area according to law. If the units specified in the preceding paragraph temporarily occupy or dig roads and sites due to maintenance, they shall promptly restore the original state.
