There can only be one property company within the planning red line. Which document says it?

There is no such regulation.

In other words, it is incorrect to say that there can only be one property company within the planning red line.

Article 34 of the State Council Property Management Regulations stipulates that a property management area is managed by a property service enterprise.

According to the regulations, if there is only one property management area within the planning red line, then there is only one property company to manage it. However, if there are multiple property management areas within the planning red line, each property management area can be entrusted to a property company for management.

For example, in a large community, there are three projects in the planning: residential area, commercial office building and hotel. Then as an independent property management area, residential quarters, office buildings and hotels can entrust three property management companies respectively. However, these three property areas are all within the same planning red line.
