Article 1 The district parking management department shall, according to the comprehensive parking management service system of this Municipality, establish a regional parking guidance system, and release the dynamic information such as the distribution location, use status and number of parking spaces of parking facilities in real time to guide the vehicles to park in an orderly manner.

Public parking facilities shall be equipped with parking guidance facilities, vehicle information collection and license plate recognition systems in accordance with the standards, and be connected with the parking guidance system in the region in real time.

In violation of the provisions of the second paragraph, public parking facilities are not equipped with parking guidance facilities, in-and-out vehicle information collection and license plate recognition systems according to the standards, or are not connected to the local parking guidance system in real time, the comprehensive law enforcement department of urban management shall order them to make corrections within a time limit, and if they fail to make corrections within the time limit, they shall be fined 1 10,000 yuan.

Article 2 State organs, social organizations, enterprises, institutions, individual industrial and commercial households and other units shall do a good job in maintaining the parking order in front of the parking management responsibility area and have the right to dissuade, stop or report illegal parking.

Article 3 No unit or individual shall set up fixed or moving obstacles on roads and other public areas without authorization, which will hinder the parking and passage of motor vehicles, and shall not set up piles and locks on parking berths without obtaining ownership and exclusive use rights. The realty service enterprise shall expressly and uniformly manage it in the realty management agreement and parking space lease agreement.

Whoever, in violation of the provisions of the preceding paragraph, sets up fixed or moving obstacles without authorization shall be ordered by the traffic administrative department of the public security organ to stop the illegal act and quickly restore the traffic on the road. In the public areas of residential quarters where property management is implemented, the housing and urban-rural construction department will punish them according to the relevant provisions of property management, and in other public places, the comprehensive law enforcement department of urban management will order them to stop the illegal acts, restore to the original state, and impose a fine of more than 500 yuan 1000 yuan. Non-electric vehicles shall not be used exclusively for electric vehicles. In violation of the provisions, the traffic administrative department of the public security organ shall order it to make corrections and punish it according to law.
