How to deal with the property fees owed by the former owners?

Legal analysis: the property fee owed by the original owner is generally borne by the original owner, but if there is an agreement between the two parties, it shall be in accordance with the agreement.

Legal basis: Article 7 of the Regulations on Property Management: Owners shall perform the following obligations in property management activities:

(a) abide by the management regulations and the rules of procedure of the owners' congress;
