According to the provisions of the Electricity Law, power supply enterprises should stop those who steal electricity and can stop power supply on the spot. The thief should pay the electricity fee according to the stolen electricity and bear the penalty of three times the electricity fee. Refuse to bear the responsibility of stealing electricity, the power supply enterprise shall report to the administrative department of electric power for handling according to law. If the amount of stealing electricity is large or the circumstances are serious, the power supply enterprise shall submit it to the judicial organ for criminal responsibility according to law.

If the amount of stealing electricity is large and the circumstances are serious, which constitutes theft, the judicial organ shall investigate the criminal responsibility according to the provisions of Article 264 of the Criminal Law of People's Republic of China (PRC).
