Doesn't the law stipulate that terraces can't be built with walls?

The law does not stipulate that balconies cannot have walls. However, whether the wall can be built shall be implemented according to the following management regulations.

The reason for this is the following：

1. In any law, there is no content that a balcony cannot be built with a fence.

2, in the process of construction, whether the balcony can build by laying bricks or stones wall, according to the requirements of design and construction drawings. If there is a wall on the terrace on the design drawing, it can be built. If there is no balcony on the construction drawing, you need to get the notice from the design institute and build the wall according to the design change document issued by the design institute.

According to Article 28 of the Regulations on Quality Management of Construction Projects, the construction unit must carry out the construction in accordance with the engineering design drawings and construction technical standards, and shall not modify the engineering design or cut corners without authorization. If the construction unit finds errors in the design documents and drawings during the construction, it shall timely put forward opinions and suggestions.

What needs special explanation is:

In the process of decoration and use, the owner shall not build walls on the terrace without authorization.

(1) According to Article 15 of the Regulations on Quality Management of Construction Projects, before construction, the construction unit shall entrust the original design unit or a design unit with corresponding qualification grade to put forward the design scheme; No construction is allowed without a design scheme. Users of housing construction are not allowed to change the main body and load-bearing structure of housing construction without authorization during the decoration process.

(2) According to Article 53 of the Property Management Regulations, if the owner needs to decorate the house, he shall inform the property service enterprise in advance. The realty service enterprise shall inform the owners of the prohibited acts and matters needing attention in the house decoration.
