Even if some property companies charge utilities, even so, they have no right to cut off water and electricity for the owners, which is illegal. Because according to the regulations of property management, these units should charge the owners for water supply, power supply or gas supply, and the property service company shall not charge any fees from the owners without receiving the power of attorney.
