It is clear that the acquisition of Chengdu housing subject in accordance with the contract and the acquisition of Chengdu housing subject through judicial auction or sale shall comply with the provisions of Chengdu's policy of restricting the sale of housing.

At the same time, in the judicial auction, the bidder should bear the corresponding consequences for whether it meets the housing purchase restriction policy of this Municipality. Once the ruling of judicial auction transaction is issued, the bidder cannot transfer the ownership because it does not meet the housing purchase restriction policy of this city, and must bear the legal consequences of destroying the auction. If the judicial auction has entered the bidding procedure before the implementation of the Notice, it shall still be implemented according to the original policy.

It is understood that the restrictions on the sale of "French auction houses" are mainly to check policy loopholes. Recently, some illegal intermediaries used "legal auction houses" not to be included in the scope of purchase restriction and sale restriction for malicious speculation, and the phenomenon that individual parties fabricated creditor's rights and debts disputes to obtain houses through litigation occurred from time to time, circumventing the purchase restriction policy in disguise.

In addition, the circular also put forward 16 specific measures from seven aspects: strengthening the management of residential land supply, deepening the linkage mechanism of housing prices and land prices, strengthening housing security, strengthening the management of housing transactions, strictly supervising financial prudence, strengthening the supervision of market order, and implementing the main responsibility of regulation and control.
